Report Title: RECOMMENDATION FOR APPOINTMENTS TO THE TREASURY OVERSIGHT COMMITTEE

RECOMMENDATIONS:
1. APPOINT Kenneth Miller to the Board of Supervisors Representative seat and Steven Quinly to the Public #3 seat on the Treasury Oversight Committee to terms that will begin on May 1, 2024 and expire on April 30, 2028.
2. DECLARE vacant the Board of Supervisors Alternate Representative seat held by Kenneth Miller and DIRECT the Clerk of the Board of post the vacancy.
FISCAL IMPACT:
No fiscal impact. Members of the Treasury Oversight Committee receive no compensation for their service.
BACKGROUND:
Pursuant to Board Resolution Nos. 2020/1 and 2020/2, the Internal Operations Committee conducts interviews for At Large seats on the Treasury Oversight Committee (TOC) and makes recommendations to the Board of Supervisors (BOS) on appointments to the TOC.
The TOC is responsible for reviewing the County's investment policy, monitoring the performance of County investments, and reporting to the Board of Supervisors. The TOC is composed of seven statutory members and three alternates: County Superintendent of Schools or designee, a representative and an alternate of the Board of Supervisors or their designees, one representative and one alternate elected by a majority of the school and community college districts; one representative and one alternate elected by a majority of the special districts, three public members nominated by the County Treasurer and confirmed by the Board.
On April 30, 2024, the terms of the BOS Representative and Public #3 seats will expire. Following an open recruitment conducted by the Treasurer-Tax Collector's Office, the County received nine applications for the two seats:

All applicants were invited to be interviewed by the IOC on April 8 and advised that if they could not attend, they would be considered on the basis of the information in their applications. The IOC, on April 8, recommends the appointment of Kenneth Miller to the Board of Supervisors Representative seat and Steven Quinly to the Public #3 seat. The appointment of Kenneth Miller will create a vacancy in the BOS Alternate Representative seat, in which Mr. Miller currently serves.
As background, the nine applications are provided as Attachment 1. A current TOC roster is provided as Attachment 2.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to fill the vacant seats may make it difficult for the TOC to achieve a meeting quorum.
