RECOMMENDATIONS:
APPOINT John Cunningham to the At-Large Community Representative seat one (1) for a term ending December 31, 2027, Raiden Lee to the At-Large Youth Seat one (1) for a term ending December 31, 2028, Dylan Chandran to the At-Large Youth Seat two (2) for a term ending July 31, 2027, and REAPPOINT Owen Spishock to Community-Based Organization seat two (2) on the Juvenile Justice Coordinating Council for a term ending December 31, 2028, as recommended by the Public Protection Committee
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
The Juvenile Justice Coordinating Council (JJCC) is a multi-agency advisory body that informs the development and implementation of a countywide juvenile justice coordinating plan. As a result of one (1) At-Large Representative vacancy, two (2) At-Large Youth Seats vacancy and one (1) Community-Based Organization term ending soon, the Probation Department conducted a countywide recruitment effort to identify candidates to serve on the advisory body. In response to the recruitment press release, Probation received a total of six (6) applications: two (2) for the At-Large Representative seat, three (3) for the At-Large Youth seats, and one (1) application for the Community-Based Organization seat, prior to the deadline of July 30, 2026. All applicants had met the requirements and were invited to participate in public interviews scheduled for August 17, 2026, at the Board’s Public Protection Committee (PPC) meeting. On August 17, 2026, the PPC interviewed all applicants who were present, including John Cunningham for the At-Large Community Representative seat one (1), Dylan Chandran and Raiden Lee for the At-Large Youth Seats (1) & (2) and Owen Spishock for the Community-Based Organization seat two (2) and motioned to move John Cunningham, Dylan Chandran, Raiden Lee and Owen Spishock's applications to the Board of Supervisors for appointment for terms ending July 31, 2027, December 31, 2027, and December 31, 2028 (See attachments A, B, C, D).
The PPC voted to recommend to the Board of Supervisors the appointment of John Cunningham, who lives in Contra Costa County, to the At-Large Representative Seat one (1) Raiden Lee to the At-Large Youth Seat one (1) , who lives in Contra Costa County, Dylan Chandran to the At-Large Youth Seat two (2), who lives in Contra Costa County, and Owen Spishock to the Community-Based Organization seat two (2), who lives in Contra Costa County.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the At-Large Representative seat, At-Large Youth seats, and the Community-Based Organization seat w will remain vacant, and the Juvenile Justice Coordinating Council (JJCC) will be unable to reach quorum.
