RECOMMENDATIONS:

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a Joint Exercise of Powers Agreement (Agreement) between Contra Costa County and the City of Pittsburg (City) for the design and construction of the Delta De Anza Multimodal Trail Safety Improvements Project (Project No. 0676-6P1111), Bay Point area. (District V)

 

FISCAL IMPACT:

89% One Bay Area Grant (Federal) Funds, 7% City of Pittsburg Funds, and 4% Local Road Funds

 

BACKGROUND:

The Delta De Anza Multimodal Trail Safety Improvements project is a joint project with the City that consists of constructing a series of safety and operational enhancements to the Delta De Anza Trail within the communities of Pittsburg and Bay Point. The Delta De Anza Trail is currently a 12-foot-wide asphalt trail serving pedestrians and bicyclists with several crossings at major and minor roads. In coordination with the County, the City will construct the following improvements: 1) Delta De Anza Trail Crossing Intersections - Install crossing enhancements, that may include a combination of treatments such as raised crosswalks, rapid rectangular flashing beacons, high-visibility crosswalks, lighting, wayfinding signage, and green bike lanes; and 2)  Delta De Anza Trail Improvements - Install landscaping, lighting, trail pavement, fencing, and other improvements. County improvements only comprise crossing enhancements at up to eight locations.

 

The purpose of this Agreement is to set forth the parties’ financial and project responsibilities pertaining to design, environmental clearance, right of way acquisition, and construction of the roadway improvements. The County will contribute a maximum of $250,000 towards project costs. These funds would cover the 11.47% local match required for the federal One Bay Area Grant Cycle 3 funding awarded to this project. The Agreement is structured to allow the City to be the lead for preliminary engineering, environmental review, right-of-way activities, and project construction. The Agreement allows County approval authority over all portions of the project in County jurisdiction.

 

CONSEQUENCE OF NEGATIVE ACTION:

If the Public Works Department is not authorized to execute the Joint Exercise Powers Agreement, the design and construction of the project will be delayed and improvements within the County’s section of the trail may not be constructed.
