Report Title: Gift Cards for Patient Steering Committee and Patient Consultants

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, on behalf of the Health Services Director, to purchase up to 450 Target gift cards each with a $30 value and 470 Target gift cards each with a $50 value for a total amount not to exceed $37,000 to serve as incentives for Patient Steering Committee and Patient Consultants participating in the Comparing Hypertension Remote Monitoring Evaluation Redesign (CHARMED) for the period from August 1, 2023 through July 31, 2024.
FISCAL IMPACT:
This $37,000 expenditure will be funded by Hospital Enterprise Fund I - CHARMED Grant. The grant fund is set to be disbursed into Hospital Enterprise Fund I. There is no impact to the County General Fund.
BACKGROUND:
Contra Costa Health Services has been awarded a research grant from the Patient-Centered Outcomes Research Institute (PCORI) in collaboration with UCSF. On April 9, 2024, the Board of Supervisors approved agenda item C.54 to execute a contract with the Regents of the University of California for its San Francisco campus, to pay the County an amount not to exceed $493,629 to conduct the Comparing Hypertension Remote Monitoring Evaluation Redesign project for the period August 1, 2023 through July 31, 2024 with no County match required. This grant, totaling $2,786,647, will be disbursed over a span of five years from August 1, 2023 to July 31, 2028. The project is dedicated to advancing a hypertension management program, with the goal of expanding remote blood pressure monitoring and providing additional assistance to designated hypertension patients across various clinics.
A key component of this project is active and sustained involvement of patients in the process. Our Patient and Family Steering Committee will collaborate closely with our study team to provide valuable perspectives on various aspects of the study, including its design, implementation, and dissemination of results. To ensure meaningful engagement and recognize the valuable time and input of the patient participants, they will be compensated for participating in either virtual or in person meetings at a rate not to exceed $130 per hour, in accordance with the CHARMED Grant Agreement. The grant allocates $37,000 per year for patient participation, which will facilitate our goal of fostering a collaborative and impactful relationship with the patients involved.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, our participation in the study and our ability to access the allocated funding for our patient steering committee will be precluded.
