Report Title: Subgrant Agreement with Employment Development Department

RECOMMENDATIONS:
RATIFY the Employment and Human Services Director’s execution of Workforce Innovation and Opportunity Act (WIOA) Subgrant Agreement (No. AA411003) to pay the County an amount not to exceed $1,805,407 from Workforce Innovation and Opportunity Act Youth formula funds for youth services for the period April 1, 2023 to June 30, 2025.
FISCAL IMPACT:
This Board action will authorize budgeted expenditures for Fiscal Year (FY) 23/24 and the remaining funds to be budgeted in FY 24/25, in an amount not to exceed $1,805,407. Funding Category sources: State of California WIOA, no matching funds required, no net County Cost.
BACKGROUND:
On June 15, 2023, Workforce Development Board (WDB) of Contra Costa County received the new program year (PY) 2023/2025 subgrant agreement with the Employment Development Department (EDD) to be executed by June 21, 2023. The EHSD Director signed the agreement on August 28, 2023 to prevent cash hold or forfeiture of funds. This Staff Report is to ratify the EHSD Director’s execution of the agreement with EDD for PY 2023/2025.
Fiscal year appropriations for program year’s youth activities, authorized under chapter 2, subtitle B, title 1 of WIOA are made available for obligation beginning April of the fiscal year. A program year begins July 1 in the fiscal year for which the appropriation is made and ends on June 30 of the following year.
WDB primary objective for youth programs is to provide comprehensive services and support to young people between the ages 16-24 who face barriers to education, training, and employment. WIOA youth programs aim to help individuals develop the skills and experiences necessary to succeed in the workforce and pursue their career goals.
The key goals of WIOA youth programs include:
1. Education and Skills Development: WIOA youth programs focus on providing access to quality education and training opportunities to help young people acquire the knowledge and skills needed for employment, further education, or career advancement. This includes support for attaining a high school diploma or equivalent, post-secondary education, occupational skills training, and work-based learning experiences.
2. Career Exploration and Guidance: WIOA youth programs offer career exploration and guidance activities to help young individuals identify and pursue career pathways that align with their interests, strengths, and goals. This includes career counseling, aptitude assessments, job shadowing, and exposure to a range of industries and occupations.
3. Work-Based Learning: WIOA youth programs emphasize the importance of gaining work experience through internships, apprenticeships, on-the-job training, and summer employment opportunities. These experiences allow young people to apply their skills in real-world settings, develop a strong work ethic, and establish valuable connections with employers.
4. Supportive Services: WIOA youth programs recognize that young people may face various barriers that hinder their education and employment prospects. Therefore, these programs provide supportive services such as transportation assistance, childcare, mentoring, counseling, and financial literacy training to address the specific needs of each individual participant.
5. Leadership Development and Civic Engagement: WIOA youth programs promote the development of leadership skills, civic engagement, and community involvement among young individuals. These programs encourage youth to become active contributors to their communities and foster a sense of responsibility and empowerment.
Overall, the purpose of WIOA youth programs is to empower young people by equipping them with the education, skills, and support necessary to enter and succeed in the workforce, ultimately leading to long-term career success and economic self-sufficiency.

The WIOA youth programs supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”.
CONSEQUENCE OF NEGATIVE ACTION:
Without ratification, participants in WIOA Youth and/or special extraneous grant programs will not have access to employment and job trainings that lead to self-sufficiency.
