Report Title:                     Resolution approving the Side Letter to reallocate salaries of the Senior Clerk-Project and Intermediate Clerk-Project classifications.

RECOMMENDATIONS:

 

ADOPT a Resolution approving the Side Letter between Contra Costa County and AFSCME, Local 1 to reallocate the salaries of the Senior Clerk - Project (9KT7) and the Intermediate Clerk - Project (99J3) classifications to match the salary range of the Clerk - Senior Level (JWXC) and the Clerk - Experienced Level (JWXB), respectively.

 

The salary range of the Senior Clerk - Project (9KT7) classification will be reallocated from its current five-step salary range ($4,524.893 - $5,500.036) to match the current seven-step Clerk - Senior Level (JWXC) salary range ($4,433.812 - $5,662.161).  The salary range of the Intermediate Clerk - Project (99J3) classification will be reallocated from its current five-step salary range ($3,927.507 - $4,773.909) to match the current five-step Clerk - Experienced Level (JWXB) salary range ($4,012.538 - $4,978.520).

 

FISCAL IMPACT:

 

The total cost of salary increases will be approximately $13,300 for the remainder of FY 23/24, and $146,000 annually ongoing. Costs will be absorbed by the operating department’s state and federal Head Start funds.

 

BACKGROUND:

 

In September 2023 the Board of Supervisors approved a salary increase for specific merit classifications in the Clerk series following the salary study findings completed in June 2023.  Though the County has always considered the Merit and Project class series to be very distinct, and has paid both series differently, this proposed action would provide a realignment between the classifications.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

 

The Senior Clerk - Project and Intermediate Clerk - Project classifications will continue to be compensated differently from the Clerk - Senior Level and Clerk - Experienced Level classifications.

The Contra Costa County Board of Supervisors acting in its capacity as the governing board of the County of Contra Costa and the Board of Directors of the Contra Costa County Fire Protection District RESOLVES THAT:

 

 

Effective the first day of the month following approval by the Board of Supervisors, the Side Letter between Contra Costa County and AFSCME, Local 1 be ADOPTED.
