Report Title: Amendment #24-928-38 with Fred Finch Youth Center
☒Recommendation of the County Administrator ☐ Recommendation of Board Committee

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment Agreement #24-928-38 with Fred Finch Youth Center, a non-profit corporation, effective June 1, 2024, to amend Contract #24-928-37, to decrease the payment limit by $30,419, from $3,041,859 to a new payment limit of $3,011,440, with no change in the term of July 1, 2023 through June 30, 2024.
FISCAL IMPACT:
Approval of this amendment will result in budgeted expenditures of up to $3,011,440 and will be funded by 57% Federal Medi-Cal and 43% Mental Health Services Act revenues. (No rate increase)
BACKGROUND:
This contract meets the social needs of County’s population by providing school and community based mental health services, including assessments, individual, group and family therapy, medication support, case management, outreach, Therapeutic Behavioral Services (TBS) and crisis intervention services for Seriously Emotionally Disturbed (SED) middle and high school aged children and their families.
On June 27, 2023, the Board of Supervisors approved Contract #24-928-37 with Fred Finch Youth Center, in an amount not to exceed $3,041,859, for the provision of school-based mental health services and a multi-dimensional family treatment program for SED students and their families, for the period July 1, 2023 through June 30, 2024.
Approval of Contract Amendment Agreement #24-928-38 will allow the Contractor to continue providing services through June 30, 2024. The Mount Diablo Unified School District (MDUSD) funding was removed from this contract and moved into another contract in order to provide services for non-Medi-Cal clients, causing a decrease in the payment limit.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, SED children within the Mt. Diablo Unified School District will not receive the school-based day treatment and mental health services that they need and may require higher and more costly levels of treatment.
CHILDREN’S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
