RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of County Contract #24-259-75 with Center for Human Development, a non-profit corporation, in an amount not to exceed $720,200, to provide Substance Abuse Prevention and Treatment (SAPT) Primary Prevention Program services for high-risk youth, for the period from July 1, 2024 through June 30, 2025.

 

FISCAL IMPACT:

Approval of this contract will result in budgeted annual expenditures of up to $720,200 and will be funded by 94% Federal SAPT Primary Prevention and 6% American Rescue Plan Act revenues. (No rate increase)

 

BACKGROUND:

This contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000. Per Administrative Bulletin 600.3, the Department has posted a continuous Request for Qualifications and maintains a current qualified list of vendors at all times. This contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Behavioral Health’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the contract are upheld.

 

The County has been contracting with Center for Human Development, since November 1997 to provide SAPT Primary Prevention Program services for high-risk youth. This contract meets the social needs of County’s population by providing specialized substance use prevention programs so that youth are provided an opportunity to prevent or recover from the effects of alcohol or other drug use, become self-sufficient, and return to their families as productive individuals.

 

On July 18, 2023, the Board of Supervisors approved Contract #24-259-74 with Center for Human Development, in an amount not to exceed $720,200, to provide SAPT primary prevention program services for the period July 1, 2023 through June 30, 2024.

 

Approval of Contract #24-259-75 will allow the contractor to continue providing SAPT primary prevention program services through June 30, 2025.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, high-risk youth will not receive the specialized substance use treatment services needed to provide them an opportunity to achieve sobriety and recover from the effects of alcohol and other drug use.

 

CHILDREN’S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes:  “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”.  Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
