Report Title:                     Resolution Providing Salary Increases and a One-Time Lump Sum Payment for Specified Management, Exempt, Elected and Unrepresented Employees.

RECOMMENDATIONS:

ADOPT Resolution No. to provide general salary increases and a one-time lump sum payment for specified Management, Exempt, Unrepresented, and Elected classifications, effective July 1, 2026.

 

FISCAL IMPACT:

The estimated annual cumulative cost for the negotiated salary increases is $3.8 million for FY 2026/27. The lump sum payment is expected to have a one-time cost of approximately $550,000 dollars.

 

Operating departments will be responsible for absorbing the increased personnel costs and will need to monitor expenditures to remain within budget during the fiscal year.

 

BACKGROUND:

Historically, the wages and benefits granted by the County to its department heads, managers, and unrepresented employees have closely followed the wages and benefits negotiated by the County with its various labor organizations. The Union Coalition, comprised of several employee groups, recently negotiated contract extensions with salary increases and a one-time lump sum payment. The attached Resolution increases wages and provides a one-time lump sum payment to align unrepresented management with the agreements bargained with the Union Coalition.

 

The following summarizes the modifications to wages

1.                     Wages

a.                     Effective July 1, 2026, the base rate of pay for classifications listed in Exhibit A will be increased by three percent (3%).

2.                     One-Time Lump Sum

a.                     Full-time Permanent and Project employees in classifications listed in Exhibit A who are employed by the County on July 1, 2026, will receive a one-time lump sum payment in the amount of one thousand dollars ($1,000) on the August 10, 2026, pay warrant. Part-time Permanent and Project employees who are employed by the County on July 1, 2026, will receive the amount prorated based on the employee’s regular position hours. The lump sum will be subject to any required deductions and/or withholdings.

b.                     Temporary employees in classifications listed in Exhibit A will receive a one-time lump sum payment in the amount of five hundred dollars ($500) on the August 10, 2026, pay warrant, subject to the following conditions:

i.                     The temporary employee worked at least eighty (80) hours between May 1, 2026, and May 31, 2026, and

ii.                     The lump sum will be subject to any required deductions and/or withholdings.

iii.                     Per Diem and Retiree Temporary employees are not eligible for the lump sum payment.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

IN THE MATTER OF Salary increases for specified unrepresented classifications.

 

 

The Contra Costa Board of Supervisors, acting in its capacity as the governing board of the County of Contra Costa and the Board of Directors of the Contra Costa County Fire Protection District RESOLVES THAT:

 

Contra Costa County will implement the following salary increases and one-time lump sum payments for the classifications listed in the attached Exhibit A:

 

1.                     Wages

a.                     Effective July 1, 2026, the base rate of pay for classifications listed in Exhibit A will be increased by three percent (3%).
