RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #76-714-6 with RPH on the Go USA, LLC, a limited liability company, in an amount not to exceed $300,000, to provide pharmacist recruitment services and temporary pharmacists and pharmacy technicians at Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers, to provide coverage during peak loads, temporary absences, vacations, and emergencies, for the period of June 15, 2026 through January 31, 2031.
FISCAL IMPACT:
Approval of this Contract renewal will result in additional expenditures of up to $300,000 over a five-year period as budgeted by the department and funded 100% by Hospital Enterprise Fund I. (No rate increase)
BACKGROUND:
CCRMC and Contra Costa Health Centers have an obligation to provide pharmacy services to patients. To meet the needs of the community, on occasion, the County receives referrals for qualified pharmacists and pharmacy technicians to assist with coverage during temporary staff absences. This Contractor has been providing recruitment services for CCRMC since December 2020.
This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. Contractor is a member of the Vizient Group Purchasing Organization (GPO) and per Administrative Bulletin 600.3, GPO members are exempt from solicitation requirements.
On February 25, 2025, the Purchasing Agent approved Contract #76-714-5, in an amount not to exceed $100,000 to provide candidates for pharmacist permanent hire and registry services for pharmacy technicians and pharmacists at CCRMC and Contra Costa Health Centers for the period of December 1, 2024 through November 30, 2025.
Approval of Contract #76-714-6 will allow RPH on the Go USA, LLC to continue providing pharmacist recruitment services and candidate referrals in conjunction with providing temporary pharmacists and pharmacy technicians to County through January 31, 2031.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, County will not receive pharmacist recruitment services or temporary pharmacists and pharmacy technicians to provide coverage at CCRMC and Contra Costa Health Centers.
