RECOMMENDATIONS:

APPROVE appropriation adjustment NO. BDA-25-00133, authorizing new revenue in the amount of $1,741,352 from Fund 262900 (P-6 Central Admin) Org 7629 and appropriating it to Fund 100300 (General Fund) Org 2512 SO Info Svcs for the purchase of a cloud-based records management system (RMS), computer-aided dispatch (CAD) and analytics solutions for the Office of the Sheriff.

 

FISCAL IMPACT:

This action increases revenues and appropriations in Org 2512 Fund 100300  by $1,741,352 and is funded 100% by Fund 262900 P-6 Central Admin.

 

 

BACKGROUND:

The Office of the Sheriff urgently needs a new CAD/RMS because the current system has reached the end of its lifecycle and is no longer supported by the vendor. This lack of support leaves the system vulnerable to failures, inefficiencies, and potential security risks. An outdated CAD/RMS can hamper response times, data accuracy, and overall operational effectiveness, making it increasingly difficult for deputies and dispatchers to perform their duties efficiently.

 

For these reasons, it is necessary to upgrade to a modern, cloud-based solution that can enhance reliability, streamline workflows, and improve inter-agency collaboration, to ensure the Office of the Sheriff remains equipped to serve the community effectively.

 

Mark43 is a public safety software company that provides cloud-based records management systems (RMS), computer-aided dispatch (CAD), and analytics solutions for law enforcement, fire, and emergency medical services. Use of Mark43 software will allow the Office of the Sheriff to significantly modernize its public safety technology and provide a more user-friendly, efficient, and secure platform that can also improve reporting, data sharing, and response time capabilities. The software will also help streamline workflows, enhance collaboration between agencies, and support data-driven decision-making, ultimately helping our first responders operate more effectively.

 

The Software License and Services Agreement includes limitation of liability and indemnification from the County to Mark43, Inc.

 

The request to execute a contract with Mark43, Inc.  was presented to the Board on 03/25/25 and passed,  File #12-1012.

 

CONSEQUENCE OF NEGATIVE ACTION:

If the Board does not approve, failing to upgrade to a new CAD/RMS will leave the Office of the Sheriff reliant on an outdated, unsupported system, increasing the risk of system failures, data loss, and security vulnerabilities. This could lead to delayed emergency response times, inefficient record-keeping, and compliance issues, ultimately compromising public and officer safety.
