Report Title: Approve Design-Build Procurement for the Juvenile Hall Camera System Upgrade Project

RECOMMENDATIONS:
1. AUTHORIZE the use of design build procurement in accordance with Public Contract Code Section 22164 for the Juvenile Hall Camera System Upgrade Project located at 202 Glacier Drive, Martinez.
2. APPROVE the criteria documents, including the concept design and specifications, for the above project.
3. AUTHORIZE the Public Works Director, or designee, to solicit design build proposals in Spring 2026 and issue Request for Proposal (RFP) addenda, as needed, for clarification of RFP documents, provided the changes do not significantly increase the construction cost estimate.

BACKGROUND:
The proposed new systems will comply with the 2025 California Building Code, Title 15, Title 22, and Title 24 requirements and Contra Costa County Building Design and Construction Guidelines.
The Project, located at 202 Glacier Drive, Martinez, CA 94553, includes the upgrade and full integration of Security Surveillance Video, and Door Control Systems to enhance the overall facility safety. The following is intended to provide a general outline of the proposed project scope, components and generally anticipated program and operational requirements (quantities are approximate):
• Design-Build Entity (DBE) shall confirm overall vision with County stakeholders.
• Design-Build Entity will design and build a comprehensive, turn-key, and state-of-the-art Security Surveillance Video Camera, and Door Control System.
• The access control (door control) system shall be an open, non-proprietary solution that meets the facility’s operational, security, and integration requirements. The project includes industrial-grade control hardware to ensure 24/7 fail-safe operation of all high-security doors and integrated safety systems.
The initial project placeholder of $1,500,000 was based on a preliminary department assessment. Following a comprehensive technical scope evaluation and site-specific engineering analysis, Public Works has established a validated total project cost of $5,903,054. This professional estimate accounts for the full modernization of the facility's aging technology infrastructure, industrial-grade hardware, and the necessary integration services required for a secure correctional environment. This budget covers not only construction but also professional design services, specialized security systems integration, necessary project contingency and the project management time for work within a 24/7 high-security detention environment.
Following a rigorous qualifications-based selection process, the Public Works Department has shortlisted two highly qualified Design-Build Entities (DBEs). The department issued a Request for Qualifications (RFQ) on December 19, 2025, specifically targeting firms with the specialized expertise required for high-security correctional integrations. A selection committee comprised of County staff evaluated the submittals based on technical competence and past performance. Both firms demonstrated the necessary qualifications to advance. With Board approval, Public Works will invite these shortlisted entities to submit formal proposals for the design and construction phase
Construction is expected to be completed by Spring of 2027.
CONSEQUENCE OF NEGATIVE ACTION:
Without Board of Supervisors approval, the Juvenile Hall Camera System Upgrade Project will not proceed. If not approved, the new security systems will not be installed and the Contra Costa County Probation Department will continue to operate an obsolete security system with increasing functionality and reliability gaps that compromise the safety of the facilities, employees, and the detained population.
