RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of County Contract #26-584-9 with Diablo Nephrology Medical Group, Inc., a corporation, in an amount not to exceed $655,000, to provide nephrology services at Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers, for the period November 1, 2024 through October 31, 2026.
FISCAL IMPACT:
Approval of this Contract will result in contractual service expenditures of up to $655,000 over a two-year period and will be funded 100% by Hospital Enterprise Fund I revenues.
BACKGROUND:
Due to the limited number of specialty providers available within the community, CCRMC and Contra Costa Health Centers relies on contracts to provide necessary specialty health services to its patients. Contractor will provide nephrology services including, but not limited to: clinic coverage, consultation, medical procedures, and on-call coverage. CCRMC has been contracting with this Contractor for Nephrology services since November 2006. This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000; Health and Safety Code § 1451. Health Services Personnel approved this contract to ensure no conflicts with labor relations. CCRMC’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the contract are upheld. Per Administrative Bulletin 600.3, CCRMC Physician services are exempt from Solicitation requirements.
On March 1, 2022, the Board of Supervisors approved Contract #26-584-8 with Diablo Nephrology Medical Group, Inc., in an amount not to exceed $804,000, for the provision of nephrology services at CCRMC and Contra Costa Health Centers, for the period November 1, 2021 through October 31, 2024.
On July 12, 2022, the Board of Supervisors approved clarification of Board Action of March 1, 2022, (Item C.37), which authorized the Health Services Director to execute Contract #26-584-8 with Diablo Nephrology Medical Group, Inc., to reflect the intent of the parties in which the Payment Limit should read an amount not to exceed $900,000 instead of $804,000, for the provision of nephrology services at CCRMC and Contra Costa Health Centers, with no change in term November 1, 2021 through October 31, 2024
Approval of Contract #26-584-9 will allow the Contractor to continue to provide nephrology services at CCRMC and Contra Costa Health Centers through October 31, 2026. The Contract delay was due to ongoing negotiations between Contractor and Division.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, the necessary specialty nephrology services needed for patient care will not be available or will create increased wait times due to the limited number of specialty providers available within the community.
