Report Title: Amendment Agreement #28-850-6 with the California Department of Public Health

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Amendment Agreement #28-850-6 (#22-10784, A2) with the California Department of Public Health, to increase the amount payable to the County by $165,005.75 from $396,014 to a new total of $561,019.75 and extend the termination date from May 31, 2024 to July 31, 2024 for continuation of the Enhance Integration: Guide to HIV Prevention and Surveillance Project.
FISCAL IMPACT:
Approval of this Extension Agreement will result in an additional amount payable to the County not to exceed $165,005.75 from the California Department of Public Health. No County funds are required.
BACKGROUND:
The goals of the Enhance Integration: Guide to HIV Prevention and Surveillance Project include: 1) strengthen disease investigation infrastructure; 2) expand and provide navigation services; and 3) expand access to syringe services for people who inject drugs.
On March 21, 2023, the Board of Supervisors approved Standard Agreement #28-850-4 with California Department of Public Health, in an amount not to exceed $396,014 for County’s HIV prevention services to Contra Costa County residents, for the period from January 1, 2023 through December 31, 2023.
On September 12, 2023, the Board of Supervisors approved Extension Agreement #28-850-5 with the California Department of Public Health to extend the termination date from December 31, 2023 to May 31, 2024 with no change in the amount payable to the county of $396,014.
Approval of Amendment Agreement #28-850-6 will allow the County to receive additional funds to support the Enhance Integration Project through July 31, 2024. This agreement includes including continuing to indemnify and hold the State harmless for claims arising out of the County’s performance under the Agreement.
CONSEQUENCE OF NEGATIVE ACTION:
If this extension is not approved, County will not be able to provide support to reduce transmission of HIV, reduce hospitalization and support to HIV-positive individuals to live at home through July 31, 2024.
