Receive and review the evaluation and selection process for Rapid Response Service Provider RFP #255, including recommendations for advancement through the County approval process.
Referral History and Update
Between April and June 2026, the TCAB worked with ORESJ staff to develop and refine the Rapid Response Service Provider RFP, incorporating recommendations regarding community responsiveness, priority populations, geographic reach, accessibility, organizational capacity, and equitable review criteria.
The TCAB approved the revised solicitation for advancement on June 8, 2026. The Equity Committee reviewed the RFP on June 15, 2026, and the Board of Supervisors authorized its release on July 14, 2026.
RFP #255 was released on July 23, 2026, and closed on September 4, 2026.
The solicitation sought culturally responsive, trauma-informed, healing-centered services supporting Black/African American residents across six priority service categories:
1. Behavioral Health
2. Housing Navigation
3. Family, Maternal, and Child Health
4. Reentry Support and Restorative Alternatives
5. Resource Navigation
6. Preventative Health
A total of 79 proposals were received.
Following submission, proposals were subject to eligibility and completeness review and evaluated by review panelists using the published scoring criteria.
The evaluation process included:
• Individual proposal review and scoring
• Panel discussion and consensus meetings
• Consideration of community reach, geographic coverage, proposed services, and implementation capacity
• Review of available funding in relation to the requested awards
• Development of a recommended service-provider portfolio
Reviewers considered both quantitative scores and qualitative evidence, recognizing that the highest numerical score alone does not determine the strongest overall portfolio of services.
The review process also considered the importance of supporting community-rooted organizations, reaching residents in priority geographic areas, maintaining complementary services, and providing funding proportionate to proposed activities and organizational capacity.
Staff will present the recommended provider cohort and provide an overview of the evaluation process, key considerations, funding constraints, and next steps.
The recommendation will proceed through applicable County review, procurement, contracting, and approval requirements.
