Report Title:                     Contract with Outsource Utility Contractor, LLC for On-Call Electrical Main Switchgear and Infrared Testing Maintenance and Repair Services, Countywide.

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with Outsource Utility Contractor, LLC in an amount not to exceed $1,500,000, to provide on-call electrical main switchgear and infrared testing maintenance and repair services at various County sites and facilities, for the period of April 1, 2026 through March 31, 2031, Countywide.

 

FISCAL IMPACT:

Facilities Maintenance Budget. (100% General Fund)

 

BACKGROUND:

The Public Works Department, Facilities Services, is responsible for the maintenance and repair of all County buildings and facilities. Government Code Section 25358 authorizes the County to contract for the maintenance and upkeep of County facilities. Electrical main switchgear repairs, infrared testing, and upgrades to County high voltage and medium voltage electrical systems are included in this type of maintenance.

 

The Public Works Department recently conducted a formal solicitation for on-call electrical main switchgear and infrared testing maintenance and repair services in July of 2025. The Request for Proposal was originally bid on Bidnet Direct #RFP_F-CONTR-0000000103. After thorough evaluation of the bids received, Outsource Utility Contractor, LLC was one of three contractors awarded for these services. This contract will have a term of five (5) years. The contract payment limit will be $1,500,000.

 

Facilities Services is requesting approval of a contract with Outsource Utility Contractor, LLC  for the term April 1, 2026 through March 31, 2031, in the amount of $1,500,000.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, on-call electrical main switchgear and infrared testing maintenance and repair services with Outsource Utility Contractor, LLC will not be able to begin, and future main switchgear electrical projects and repairs will not be completed in a timely manner.
