RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Phamatech, Incorporated, in an amount not to exceed $1,191,050 to provide court mandated substance abuse testing and related services for Contra Costa County Child Welfare cases for the period July 1, 2025 through June 30, 2028.
FISCAL IMPACT:
100% State funded, of which $377,811 is budgeted in FY 25-26, $396,702 will be budgeted in FY 26-27, and $416,537 will be budgeted in FY 27-28.
BACKGROUND:
Substance abuse can indicate a significant risk of abuse and/or neglect toward any children under the care of the addicted individual. When such a risk is identified, individuals receiving services through Employment and Human Services Department (EHSD) Children and Family Services (CFS) child welfare are required to drug test in order to assure compliance with treatment plans and/or court orders. This Staff Report requests approval to execute a contract for the period July 1, 2025 through June 30, 2028, resulting from Request for Proposal 1214, to provide court mandated substance abuse testing and related services for Contra Cost County child welfare cases.
In October 2024, in alignment with County policy, EHSD CFS issued Request for Proposal #1214, seeking organizations to provide substance abuse testing and related services to EHSD CFS clients. Phamatech, Incorporated (Contractor) is the incumbent provider and was the only qualified vendor to respond. If approved, Contractor will deliver randomized scheduled drug testing, ensure the availability of specimen collection sites, screen test specimens, provide test results, provide “on-demand” sample testing when requested by CFS, and provide monthly statistics and reports to CFS for clients referred for drug testing. Laboratory results are submitted for inclusion in Child Welfare dependency, Family Reunification and Family Maintenance case files.
The Board of Supervisors approved recent prior contracts and amendments for substance abuse testing and supportive services with Phamatech, Incorporated on May 14, 2024 (C.48) for FY 24/25; July 26, 2022 (C.77) for FY 22/24 (amendment); and May 24, 2022 (C.55) for FY 22/24).
CONSEQUENCE OF NEGATIVE ACTION:
County will not be in compliance with mandated court-ordered substance abuse testing requirements for child welfare clients.
