Report Title:                     Add one Clerk-Senior Level position in the Workforce Services Bureau to provide support for the Employment and Human Services Department

RECOMMENDATIONS:

 

ADOPT Position Adjustment Resolution No. 26566 to add one (1) Clerk-Senior Level (JWXC) position at salary plan and grade 3RX 1033 ($4,888 - $6,243) in the Employment and Human Services Department.

 

FISCAL IMPACT:

 

Approval of this item will result in cost increases of up to $92,895 annually and a cost increase of up to $46,448 for FY 2025-26, and will be funded by 100% Federal funds, specifically, with the CalFresh Employment and Training allocation.

 

BACKGROUND:

 

This position is immediately needed to address workload expansion for the CalFresh Employment and Training (E&T) program resulting from the approval of H.R. 1 and the expiration of the Able Bodies Adults Without Dependents (ABAWD) waiver, which reinstates work requirements for certain CalFresh recipients. The shortened waiver timeline has created unanticipated program complexity, requiring expansion of the CalFresh E&T program and additional provider coordination. Increased participation has significantly raised tracking, data entry, referral processing, and reporting demands that cannot be sustained without added clerical support. This position is critical to ensuring ABAWD recipients are properly tracked, supported, and remain eligible for benefits, while also maintaining compliance with state and federal reporting requirements, including the STAT 47 report.  Existing underspent CalFresh E&T allocation funding is available to support this position.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

Should the proposed action not be approved, the County will not have the desired staffing levels to maintain operational efficiency.
