RECOMMENDATIONS:

Adopt Position Adjustment Resolution 26270 to add one (1) Deputy Director of Health Services-Exempt (VCB4) at salary plan and grade level B85-1000 ($22,455 - $27,294) and add one (1) Assistant Director of Health Services-Exempt (VCB1) at salary plan and grade level B82-1991 ($11,055 -$17,674) in the Health Services Department. (unrepresented)

 

 

FISCAL IMPACT:

These positions are funded 100% by Hospital Enterprise Fund I. This action will incur an annual cost of $902,390.36, including $126,604.86 in pension costs. 

 

 

BACKGROUND:

For the past three decades, the Contra Costa Health Department Finance Division has relied on contract staff to manage its operations.  With the upcoming retirements of several leadership positions within the Contra Costa Health Finance Division, Resolution No. 26210 was adopted on October 24, 2023 to add one (1) Deputy Director of Health Services - Exempt position (including a 7.5% differential).  This position will be used to fill the Chief Financial Officer role for the Contra Costa Health Department.  The department is working with an executive recruiter to conduct a nationwide recruitment for this position.   

 

Through the transition planning process, the department has also identified the need to add two (2) additional positions within the Contra Costa Health Department Finance Division.  These positions will serve as the Deputy Chief Financial Officer and the Finance Director for the Contra Costa Health Department.  The Deputy Chief Financial Officer role will be filled by a Deputy Director of Health Services - Exempt position, and the Finance Director role will be filled by an Assistant Director of Health Services - Exempt position.  Both positions will report to the Chief Financial Officer.  These positions will assist with day-to-day leadership and oversight of the Contra Costa Health Department Finance Division including planning, organizing, and directing the development of the Contra Costa Health budget, as well as overseeing its financial operations.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

Without these key leadership positions within the Finance program, Contra Costa Health’s overall operations will be adversely affected.
