Report Title: Purchase Order with GE Medical Systems, Ultrasound & Primary Care Diagnostics, LLC

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Interim Health Services Director, 1) a one-time purchase order with GE Medical Systems, Ultrasound & Primary Care Diagnostics, LLC in an amount not to exceed $157,145, 2) a related Quotation Agreement, and 3) Trade-in Addendum to GE HealthCare Quotation, for the purchase of Vivid E95 cardiovascular ultrasound system for Contra Costa Regional Medical Center (CCRMC).
FISCAL IMPACT:
Approval of this action will result in a one-time expenditure of up to $157,145 and will be funded by Hospital Enterprise Fund I revenues.
BACKGROUND:
GE Medical Systems, Ultrasound & Primary Care Diagnostics, LLC is a specialized division of GE HealthCare, focusing on the development and distribution of ultrasound imaging systems and diagnostic solutions tailored for primary care settings. The current Philips EPIQ 5 ultrasound system in use at CCRMC has reached its end-of-life status and is no longer eligible for software updates or technical support from the manufacturer. As a result, continued use of this system presents limitations in both functionality and long-term serviceability. To ensure CCRMC maintains high-quality diagnostic capabilities and align with current industry standards, the Department is requesting to purchase a GE Vivid E95 2D Ultra Edition. The Vivid E95 is a state-of-the-art cardiovascular ultrasound system that incorporates the latest advancements in imaging technology, including Artificial Intelligence (AI) enhanced automation, cSound beamforming, and superior 2D/4D imaging performance. The Vivid E95 uses GE’s cSound ADAPT technology for superior image quality by optimizing beamforming in real time. AI tools automate measurements, improving efficiency and accuracy.
In issuing a purchase order and executing the related agreements, the County agrees that GE Medical Systems, Ultrasound & Primary Care Diagnostics, LLC, is not liable to the County for any loss resulting from Protected Health Information (PHI) that is not appropriately handled or properly removed, and agrees to indemnify GE HealthCare for any loss resulting from PHI not removed.
GE Medical Systems, Ultrasound & Primary Care Diagnostics, LLC is a supplier of the Vizient Group Purchasing Organization (GPO), which means that CCRMC, a Vizient member, is eligible to receive substantial rebates and access lower pricing. This purchase is governed by the Vizient Supplier Agreement entered into between Vizient Supply, LLC and GE Medical Systems, Ultrasound & Primary Care Diagnostics, LLC on October 1, 2022 (Agreement No. XR0918). Utilizing CCRMC's GPO membership for this purchase will allow high-quality, cost-effective healthcare solutions.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, CCRMC will not be able to proceed with acquiring the necessary equipment to support patient care.
