Report Title:                     Approve and Authorize to fully close a portion of Knightsen Avenue between 2nd Street and Delta Road on December 2, 2023, from 12:30 p.m. through 6:30 p.m., Knightsen area.

RECOMMENDATIONS:

ADOPT Resolution approving and authorizing the Public Works Director, or designee, to fully close a portion of Knightsen Avenue between 2nd Street and Delta Road on December 2, 2023, from 12:30 p.m. through 6:30 p.m., for the purpose of the Knightsen Holiday Parade in the Knightsen area. (No fiscal impact)

 

FISCAL IMPACT:

No Fiscal impact.

 

BACKGROUND:

Knightsen Town Advisory Council shall follow guidelines set forth by the Public Works Department.  This road closure request is necessary for the community of Knightsen to safely hold their annual holiday parade.

 

CONSEQUENCE OF NEGATIVE ACTION:

Applicant will be unable to close the road for planned activities.

IN THE MATTER OF: Approving and Authorizing the Public Works Director, or designee, to fully close a portion of Knightsen Avenue between 2nd Street and Delta Road on December 2, 2023, from 12:30 p.m. through 6:30 p.m., for the purpose of the Knightsen Holiday Parade in the Knightsen area. (District III)

NOW, THEREFORE, BE IT RESOLVED that permission is granted to Knightsen Town Advisory Council to fully close a portion of  Knightsen Avenue betweem 2md Street and Delta Road, except for emergency traffic, local residents, US Postal Service and garbage trucks, on December 2, 2023 for the period of 12:30 p.m. through 6:30 p.m., subject to the following conditions:

1.                     Traffic will be detoured via roads identified in a traffic control plan, reviewed by the Public Works Department. Emergency vehicles, residents within the event area and essential services will be allowed access as required.

2.                     All signing to be in accordance with the California Manual on Uniform Traffic Control Devices.

3.                      Knightsen Town Advisory Council shall comply with the requirements of the Ordinance Code of Contra Costa County.

4.                      Provide the County with a Certificate of Insurance in the amount of $1,000,000 for Comprehensive General Public Liability, which names the County as an additional insured prior to permit issuance.

5.                      Obtain approval for the closure from the Sheriff’s Department, the California Highway Patrol and the Fire District.
