To: Board of Directors
From: Dr. Grant Colfax, Health Services Director
Report Title: Grant Award #78-122 from California Department of Public Health
Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Grant Award #78-122 with California Department of Public Health (CDPH), a government agency, to pay County an amount not to exceed $767,745, for County’s Behavioral Health Service Act (BHSA) Prevention Pathways to Possibilities Program which provides accessible community‑based prevention services for young adults aged 18 to 25, for the period July 1, 2026 through June 30, 2029.
FISCAL IMPACT:
Approval of this Grant Award will result in County receiving an amount up to $767,745 in grant funding from CDPH. (No County match required)
BACKGROUND:
The County’s BHSA Prevention Pathways to Possibilities Program uses BHSA funding and strategic planning to build accessible community-based prevention systems across Contra Costa County including early intervention and evidence-based practices such as Motivational Interviewing, youth-focused outreach, stigma reduction, and cross-sector collaboration to improve behavioral health and life outcomes for young adults ages 25 and under. These BHSA Program services focus on prevention aligned with the State of California’s goals which include reducing suicides, overdoses, untreated mental health, homelessness, and institutional involvement.
Approval of this Grant Award #78-122 will allow the County to receive funding in the amount of $767,745 from the CDPH for the BHSA Prevention Pathways to Possibilities Program through June 30, 2029. This Grant award is late due not receiving the award letter from CDPH until October 21, 2026.
CONSEQUENCE OF NEGATIVE ACTION:
If this Grant Award is not approved, the County will lose access to $767,745 in state funding that supports the BHSA Prevention Pathways to Possibilities Program. Without these funds, the County would be unable to maintain or expand community‑based prevention services which would limit the County’s ability to address key statewide behavioral health priorities resulting in a reduction of critical prevention efforts designed to improve behavioral health and life outcomes for young adults in Contra Costa County.
