Information

 

As the Lead Entity procurement advances to Phase Two, TCAB will review and vote on priority questions to recommend for the Lead Entity interview process.

TCAB members were previously invited to submit questions and areas of inquiry they believe should be explored with prospective Lead Entities.

Staff consolidated the submitted questions by common theme and convened the TCAB Ad Hoc Question Committee to review the submissions, reduce duplication, and recommend four priority questions for consideration by the full TCAB.

 

Referral History and Update

TCAB has played a significant role in shaping the FDGCWN Implementation Plan and Lead Entity RFQ, including identifying expectations related to:

•                     community trust and accountability;

•                     racial equity and responsiveness to Black/African American communities;

•                     organizational capacity;

•                     provider development;

•                     shared governance and community leadership;

•                     collaboration across systems;

•                     transparency;

•                     meaningful outcomes; and

•                     implementation of a coordinated countywide Network.

 

TCAB's interview questions are intended to carry that community knowledge and those priorities into the interview process while remaining consistent with the adopted procurement scope and evaluation criteria.

Following TCAB's call for questions, staff identified six primary themes across the submissions:

1.                     Network Coordination and Resident Experience

2.                     Outcomes, Data and Community-Defined Success

3.                     Power Sharing, Neutral Convening and Provider Equity

4.                     Provider Accountability, Capacity Building and Corrective Action

5.                     Vision, Motivation and Long-Term Sustainability

6.                     Dignity, Quality of Service and Resident Accountability

 

Ad Hoc Committee Process

On October 9, 2026, the TCAB Ad Hoc Question Committee  met with ORESJ staff to review the consolidated question bank.

 

The Committee will be asked to:

•                     confirm that the consolidated themes accurately reflect TCAB members' submissions;

•                     identify questions where TCAB's community perspective can add the greatest value to the interview;

•                     reduce unnecessary duplication;

•                     consider whether similar questions should be combined;

•                     identify up to four priority questions;

•                     refine the primary wording of those questions; and

•                     identify limited follow-up probes where useful.

The Ad Hoc Committee is advisory and will not make the final TCAB selection of interview questions.

Its recommended questions will be brought to the full TCAB on October 12.

 

Full TCAB Review Process

At the October 12 meeting:

 

1. Staff will briefly summarize the question-gathering and consolidation process.

2. The Ad Hoc Committee will present its four recommended questions and briefly explain the rationale for its selections.

3. TCAB will review the recommendations.
Members may propose substantive amendments or recommend replacing a proposed question with another question or theme from the consolidated question bank.

4. Staff will display and read back the final four questions.

5. TCAB will vote to approve its four priority Lead Entity interview questions.

The intent is to identify questions that provide information not otherwise fully captured through the written proposal review and that help the interview panel understand how applicants would operationalize the FDGCWN's community-centered vision.

Final wording and use of interview questions remain subject to County procurement and legal requirements and must remain consistent with the adopted evaluation process.

 

Recommendation(s) / Next Step(s)

Receive the recommendation of the TCAB Ad Hoc Question Committee.

Review and refine the proposed Lead Entity interview questions.

Vote to approve four priority TCAB questions for recommendation to the Lead Entity interview panel.

Following TCAB action, ORESJ staff will transmit the approved TCAB questions for incorporation into the interview process consistent with County procurement requirements.
