RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Sheriff-Coroner, a purchase with SADA Systems, Inc., subject to SADA’s terms and conditions, in an amount not to exceed $25,000 for the use of a Google Maps Platform for Enterprise for the period October 1, 2025 through September 30, 2028.

 

 

FISCAL IMPACT:

Approval of this request will result in up to $25,000 in service expenditures over a 3-year period and will be funded 100% by the General Fund.

 

 

BACKGROUND:

The Automated Regional Information Exchange System (ARIES) is a mission-critical, shared records management and information-sharing platform used by participating law enforcement agencies to support public safety operations, investigations, and regulatory compliance. ARIES provides secure access to law enforcement data and system functionality that relies on accurate geographic and location-based information to support operational workflows and situational awareness.

 

To support these capabilities, ARIES uses the Google Maps Platform Application Programming Interface (API) to display interactive maps and location data within the ARIES application. The Google Maps Platform API enables proper map rendering, address visualization, and location-based features essential to system functionality and user experience.

 

The Google Maps Platform API is procured through SADA Systems, an authorized Google Cloud reseller, to ensure compliance with licensing requirements, vendor support, and service continuity. Continued access to the Google Maps Platform API is required to maintain existing ARIES mapping functionality and to support ongoing system operations for participating agencies.

 

The Terms and Conditions include a limitation of liability and indemnification from the County to SADA Systems, Inc The department is requesting retroactive approval of this contract, due to internal administrative delays. The contractor has continued to provide services in good faith, and this approval will bring invoices up to date.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If the Board does not approve, the Sheriff’s Office will lose access to Google’s secure, scalable infrastructure, including regular updates and performance improvements for the ARIES platform. Without the enterprise API subscription, service reliability and compliance cannot be assured, increasing the risk of disruptions to ARIES features that depend on mapping and location-based services. Such disruptions could affect multiple entities within and outside the County, including other law enforcement agencies and first responders.
