RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #24-716-4 with RDA Consulting, SPC, a corporation, in an amount not to exceed $318,240, to provide consultation and technical assistance with regard to the County’s Assisted Outpatient Treatment (AOT) program for persons with Serious Mental Illness (SMI), to comply with Department of Health Care Services program reporting requirements, and Contractor will purchase and provide 40 Target gift cards each with a $40 value and 120 Target gift cards each with a $20 value, to eligible program participants for engagement in focus group activities and completion of a program survey, for the period July 1, 2026 through June 30, 2029.
FISCAL IMPACT:
Approval of this Contract will result in contractual service expenditures of up to $318,240 over a three-year period and will be funded 100% by State Behavioral Health Services Act (BHSA).
BACKGROUND:
This Contract meets the social needs of County’s population by providing assistance to the Behavioral Health Administration with various programs within the Assembly Bill (AB) 1421 or Laura’s Law such as AOT under BHSA. Treatment is provided using Assertive Community Treatment (ACT) models in the community on an outpatient basis. AOT is a civil court ordered mental health treatment based on its minimum required treatment standards of ACT for persons with serious mental illness who demonstrate that they are resistant to voluntarily participating in services that have been offered. The County has been contracting with RDA Consulting, SPC, since January 2014. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Behavioral Health’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. This Contractor was approved by the Public Works Department’s Purchasing Division on May 18, 2026.
On July 18, 2023, the Board of Supervisors approved Contract #24-716-3 with RDA Consulting, SPC, in an amount not to exceed $312,000, to provide consultation and technical assistance services with regard to County’s AOT, ACT and Forensic Assertive Community Treatment, for intensive and highly integrated outpatient treatment for individuals who demonstrate resistance to voluntarily participating in services offered and who are involved with the criminal justice system, for the period from July 1, 2023 through June 30, 2026.
Approval of Contract #24-716-4 will allow the Contractor to continue providing consultation and technical assistance services, through June 30, 2029. This Contract was delayed due to staff shortages in the Behavioral Health Services Division.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, Contractor will not provide consultation and technical assistance for AOT and ACT as required by AB 1421.
