RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute an interagency agreement with Contra Costa County Office of Education in an amount not to exceed $440,000 to provide Educational Liaison Services for children and youth in foster care for the period July 1, 2026, through June 30, 2028.
FISCAL IMPACT:
70% State Funds, 30% County, of which 50% is budgeted in FY 26-27 and 50% will be budgeted in FY 27-28.
BACKGROUND:
Contra Costa County Office of Education (CCCOE) is designated by the California Department of Education as the Foster Youth Services Coordinating Program in Contra Costa County. With this renewal, CCCOE will provide an Educational Liaison that will work collaboratively countywide with the local school districts, child welfare agency, foster care agencies, probation, post-secondary institutions, caregivers, and community organizations with the goal of improving the educational performance and personal achievement for foster children and youth while also decreasing the educational gap. Using a unique partnership, the Educational Liaison will work closely with Children and Family Services Social Workers to help support the educational needs of foster children and youth by ensuring proper educational placement, school enrollment, and checkout from school, as well as assisting with the transfer of grades, credits, and records when there is a school change as mandated by California Education Code § 48853.5(b)-(d), (e)(8)(C).
This action seeks to execute an interagency agreement with CCCOE for educational services. The most recent agreements with the Agency were approved by the Board of Supervisors on April 4, 2023 (C.72) for FY2023-2026; April 27, 2021 (C.46), for FY2021-2023; and on March 31, 2020 (C.65), for FY 2020-2021. This agreement was procured in alignment with County procurement requirements outlined in Administrative Bulletin 600.3.
CHILDREN'S IMPACT STATEMENT:
This contract supports four (4) of the five (5) of Contra Costa County’s community outcomes of the Children’s Report Card: (1) “Children Ready for and Succeeding in School”; (2) “Children and Youth Healthy and Preparing for Productive Adulthood”; (3) “Families that are Economically Self-Sufficient”; and (4) "Families that are Safe, Stable and Nurturing" by supporting the educational rights of child and youth in foster care.
CONSEQUENCE OF NEGATIVE ACTION:
Children and youth in foster care will experience increased barriers in accessing the same academic resources, services, and extracurricular and enrichment activities that are available to all students.
