RECOMMENDATIONS:

ADOPT a Resolution approving two Side Letters between Contra Costa County and the Deputy Sheriffs Association - Probation and Probation Supervisors Units, providing for changes to bilingual pay and vacation buyback eligibility.

 

 

FISCAL IMPACT:

The fiscal impact to bilingual pay will be an additional $100 per month per employee who receives bilingual pay, and the amount will vary based on usage. Likewise, the cost of vacation buy back will vary based on employee participation.

 

 

BACKGROUND:

On July 11, 2023 the Board of Supervisors approved the successor Memorandum of Understanding between the County and DSA - Probation and Probation Supervisors Units, providing for a series of changes to wages, benefits and other terms and conditions of employment. A small number of represented employees in these units are eligible for bilingual pay and vacation buy back under the current MOU.

 

Since that time other represented Safety and non-Safety groups have bargained changes to their vacation buy back benefits. Additionally, other groups in the County, including the DSA - Rank and File and DSA - Management Units, had their bilingual stipends increased from $100 per month to $200. This action is being taken to ensure equity and uniformity among represented groups with regard to these benefits.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

Employees will not have the appropriate benefits, which may cause labor issues and will impact recruitment and retention.

IN THE MATTER OF The Side Letter Agreements between the County of Contra Costa and the Deputy Sheriffs' Association - Probation and Probation Supervisors Units, providing for changes to bilingual pay and vacation buy back.

 

The Contra Costa County Board of Supervisors acting solely in its capacity as the governing board of the County of Contra Costa RESOLVES THAT:

 

Effective the first of the month following adoption by the Board of Supervisors, the Side Letters of Agreement dated September 25, 2023, between the County of Contra Costa and the Deputy Sheriffs Association - Probation and Probation Supervisors Units, providing for changes to bilingual pay and vacation buy back, be ADOPTED.e.
