RECOMMENDATIONS:
OPEN the public hearing to consider adopting the attached Traffic Resolution approving an extension of the temporary road closure of South Broadway Avenue (Road No. 5385BA) between the Pittsburg city limits and extending northerly to Maylard Street, beginning June 27, 2026, and continuing for 18 months thereafter, through December 27, 2027, to prevent the occurrence or recurrence of serious and continual criminal activity, as recommended by the Public Works Director, Bay Point area. (District V); RECEIVE testimony; and CLOSE the public hearing.
MAKE the findings set forth in the attached Traffic Resolution.
ADOPT the attached Traffic Resolution.
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
The County Public Works Department, Sheriffs Department and the California Highway Patrol recommend continuing to prohibit vehicle traffic, which contributes to serious and continual criminal activity, along the section of South Broadway Avenue, in Bay Point, between the Pittsburg city limits and extending northerly to Maylard Street. This segment of roadway was originally closed for 18 month beginning December 27, 2024, and continuing for 18 months, through June 27, 2026. This is the first extension of that closure.
Public Works Department staff determined that South Broadway Avenue has not been designated as a through highway or arterial street. Public Works Department staff have further determined that the continued closure of the above-described section of South Broadway Avenue will not impact traffic flow or safety on the adjacent streets or in the surrounding neighborhoods, the operation of emergency vehicles, the performance of municipal or public utility services to, or the delivery of freight by commercial vehicles in the area of that section of roadway.
On May 21, 2026, and on April 29, 2026, Public Works Department staff received the recommendation from the California Highway Patrol and the County Office of the Sheriff, respectively, to continue the temporary overnight closure of this segment of roadway. This is the first extension of that closure.
Public Works Department staff mailed notice of this hearing to the residents and owners, as shown on the last equalized assessment roll, of property adjacent to that section of South Broadway Avenue, pursuant to Vehicle Code section 21101.4(c)
Public Works Department staff recommend that the Board of Supervisors adopt the above-described traffic resolution to extend the current closure of this section of South Broadway Avenue for an additional 18 months, from June 27, 2026, through December 27, 2027, pursuant to Vehicle Code section 21101.4(b)
CONSEQUENCE OF NEGATIVE ACTION:
The temporary closure of this segment South Broadway Avenue would not be extended which could result in the recurrence of serious and continual criminal activities along this segment of roadway.
