EXECUTIVE SUMMARY

The Livorna Park Revitalization Project was initially introduced to Supervisor Candace Andersen’s office in 2022. Over the past four years, the project’s scope has evolved following extensive community engagement and public input sessions with residents and the Alamo Municipal Advisory Council (MAC) to establish project specifics, timelines, and budget expectations.

The total estimated cost going forward for the complete revitalization project is $5,310,400. Supervisor Andersen is supportive of this total budget, which incorporates labor costs, full-time inspection, professional engineering oversight, and quality controls to ensure the final execution aligns with the high standards expected by the Alamo community.

BACKGROUND & PROJECT CHRONOLOGY

•                     2022: Project initiative was formally submitted to Supervisor Andersen’s office.

•                     2022-2026: Multiple public community meetings and MAC updates were held to refine scope, adjust project parameters, and address community feedback.

•                     September 2026: The project officially went out to bid.

•                     Bidding & Evaluation:

o                     A total of four (4) bids were received.

o                     The lowest initial bid was invalidated due to missing required specific submission information.

NEXT STEPS & RECOMMENDATION

1.                     Proceed with awarding the contract to the lowest responsive bidder for the base scope plus additive alternates ($235k play misters and $126,700 shade structures).

2.                     Perform necessary pre-construction soil and geotechnical testing prior to shade structure installation.

3.                     Finalize administrative, permitting, and management oversight to ensure smooth construction execution and close-out.
