Report Title: Agreement with Zoho Corporation

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the Employment and Human Services Director, a purchase order and related agreement with Zoho Corporation in an amount not to exceed $30,000 for the purchase of Manage Engine Software, a network management software tool, for the period January 16, 2024 through January 6, 2027.
FISCAL IMPACT:
Approval of this action will result in expenditures up to $30,000: 59% Federal, 35% State, and 6% County funds; $7,500 of which is budgeted in FY 23/24, $7,500 which will be budgeted in FY 24/25, $7,500 which will be budgeted in FY 25/26, and $7,500 which will be budgeted in FY 26/27.
BACKGROUND:
The Employment and Human Services Department (EHSD) needs to renew its primary network management software. This software enables EHSD to automate many Active Directory management tasks which allows the IT group to better allocate limited network management staff to higher priority tasks. The Software License Agreement limits the liability of Zoho Corporation to no more than the amount the County has paid in the twelve months preceding a claim. This purchase order includes a service agreement that includes an indemnification clause. This vendor was selected per procurement requirements outlined in Administrative Bulletin 600.3.
This purchase order was delayed due to changing processes needed to implement the updated Administrative Bulletin 600.3 purchasing procedures.
CHILDREN'S IMPACT STATEMENT:
This agreement supports all five of the community outcomes established in the Children’s Report Card: (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (3) "Families that are Economically Self-Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families,” by supporting staff working directly with families and children.
CONSEQUENCE OF NEGATIVE ACTION:
The County will be limited in its ability to effectively maintain its Active Directory environment in support of its customers.
