RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Health Services Director, a one-time purchase order with J.A.R. Capital Group, Inc. (dba Quality Vans & Specialty Vehicles) in an amount not to exceed $350,000 for the purchase of one (1) medical mobile clinic vehicle for the Public Health Clinic Service (PHCS) School Based Clinics program.
FISCAL IMPACT:
Approval of this action will result in a one-time expenditure up to $350,000 and will be funded by Hospital Enterprise Fund I.
BACKGROUND:
Contra Costa Health’s (CCH) Public Health Clinic Service (PHCS) provides medical services to school aged children at various school sites that serve predominantly low-income families in six large school districts in Contra Costa County.
The CCH PHCS Program is committed to providing high-quality healthcare to Contra Costa County’s most underserved, underinsured, and uninsured residents through mobile medical and mobile dental clinics. PHCS strives to address the distinct healthcare challenges faced by these vulnerable populations, offering access to essential services, and bridging critical gaps in care. By focusing on those most in need, PHCS aims to reduce health disparities and enhance overall well-being, ensuring that everyone receives the care they deserve.
This vendor was selected on September 5, 2025 from a Request for Proposal (RFP) in coordination with Public Works. Two new medical mobile units would allow PHCS to expand services further, extending our reach and creating more access to medical services, supporting our mission in providing care services throughout Contra Costa County. Approval of this action would allow Fleet Services to purchase one (1) vehicle from this vendor. PHCS plans to purchase the second vehicle at a later date.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, PHCS will be unable to expand services or create greater access to Contra Costa County’s underserved populations.
CHILDREN’S IMPACT STATEMENT:
The recommendation supports the following children's outcomes: Children Ready for and Succeeding in School; Children and Youth Healthy and Preparing for Productive Adulthood; and Communities that are Safe and Provide a High Quality of Life for Children and Families.
Additionally, the CCH PHCS Program provides medical services to school aged children at various school sites that serve predominantly low-income families in six large school districts in Contra Costa County. Approving this contract will allow Contra Costa Health (CCH) to increase access to medical services.
