RECOMMENDATIONS:

ADOPT Resolution approving and authorizing the Public Works Director, or designee, to fully close a portion of Huston Road between Pleasant Hill Road and Holland Drive, on October 1, 2024, through December 31, 2024, from 7:00 a.m. through 5:00 p.m., for the purpose of installing water main line and appurtenances, Lafayette area. (District IV)

 

FISCAL IMPACT:

No fiscal impact.

 

BACKGROUND:

East Bay Municipal Utility District (EBMUD) plans to install approximately 3,590 feet of waterline, project includes new service connections, service transfers, and fire hydrants. EBMUD has requested the road closure due to the narrow road width to increase productivity and ensure traffic safety during construction. Applicant shall follow guidelines set forth by the Public Works Department.

 

CONSEQUENCE OF NEGATIVE ACTION:

Applicant will be unable to close the road for planned activities.

IN THE MATTER OF: Approving and authorizing the Public Works Director, or designee, to fully close a portion of Huston Road between Pleasant Hill Road and Holland Drive, on October 1, 2024, through December 31, 2024, from 7:00 a.m. through 5:00 p.m., for the purpose of installing watermain line and appurtenances, Lafayette area. (District IV)

NOW, THEREFORE, BE IT RESOLVED that permission is granted to East Bay Municipal Utility District to fully close Huston Road between Pleasant Hill Road and Holland Drive, except for emergency traffic, local residents, US Postal Service and garbage trucks, on October 1, 2024 through December 31, 2024, for the period of 7:00 a.m. through 5:00 p.m., subject to the following conditions:

1.                     Traffic will be detoured via roads identified in a traffic control plan, reviewed by the Public Works Department. Emergency vehicles, residents within the construction area and essential services will be allowed access as required.

 

2.                     All signing to be in accordance with the California Manual on Uniform Traffic Control Devices.

 

3.                     East Bay Municipal Utility District (EBMUD) shall comply with the requirements of the Ordinance Code of Contra Costa County.

 

4.                     Provide the County with a Certificate of Insurance in the amount of $1,000,000.00 for Comprehensive General Public Liability which names the County as an additional insured prior to permit issuance.

 

5.                     Obtain approval for the closure from the Sheriff’s Department, the California Highway Patrol and the Fire District.
