Report Title: Contract 20-512-52 Child Abuse Prevention Council of Contra Costa County

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Child Abuse Prevention Council of Contra Costa County, in an amount not to exceed $2,015,889, to provide child abuse prevention services and to provide 165 incentive gift cards with a total value of $11,100 for the period July 1, 2026 through June 30, 2027.
FISCAL IMPACT:
70% State, 23% County General Fund, 7% County Measure X; all of which is budged in FY 26-27.
BACKGROUND:
On June 24, 2025 (C.25-2544) the Board approved a contract renewal for FY25-26 with Child Abuse Prevention Council of Contra Costa County in an amount not to exceed $1,687,105 to provide child abuse prevention services for the period July l, 2025 through June 30, 2026. On January 20, 2026 (C.26-260) the Board approved a contract amendment with Child Abuse Prevention Council of Contra Costa County to increase the FY25-26 contract payment limit by $84,525 to provide additional Parenting Peers funded by Measure X.
On June 25, 2024 (C.73) the Board approved a contract renewal with Child Abuse Prevention Council of Contra Costa County in an amount not to exceed $1,533,732 to provide child abuse prevention services for the period July 1, 2024 through June 30, 2025. The FY 24-25 contract was expanded beyond the baseline child abuse prevention services to add services funded by federal Family First Prevention Service (FFPS) funds. These services include educational services and assistance to families through the provision of concrete supports.
This action seeks to execute a contract renewal with Child Abuse Prevention Council of Contra Costa County to provide child abuse prevention services for the period July 1, 2026 through June 30, 2027. This renewal contract for FY26-27 continues to include the baseline child abuse prevention services and the educational services. It expands the assistance to families through the expansion of concrete supports. The educational services and concrete supports previously funded by FFPS funds are now funded through a State Block Grant. The renewal contract for FY26-27 also continues to include the Parenting Peers funded through Measure X.
This contract includes a gift card stipend for families that successfully complete parenting education classes and a gift card stipend to encourage attending every class.
CHILDREN'S IMPACT STATEMENT:
This Contract supports all of Contra Costa County’s community outcomes of the “Children’s Report Card”, (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (3) "Families that are Economically Self-Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families”.
CONSEQUENCE OF NEGATIVE ACTION:
County will not provide valuable services to prevent child abuse.
