Referral History:
Phoenix Armenta, San Francisco Bay Conservation and Development Commission Senior Manager for Climate Equity and Community Engagement, provided a presentation on the Contra Costa County Shoreline Leadership Academy to the Contra Costa Resilient Shoreline Committee on June 13, 2024. County staff gave an update on the Shoreline Leadership Academy at the September 8, 2025, Committee meeting.
The Contra Costa Shoreline Leadership Academy is an opportunity to build capacity in the communities along the County’s shoreline by offering a six-month long training to participants focused on learning about the shoreline, climate change, sea level rise, and related planning processes. The Shoreline Leadership Academy curriculum is based on the San Francisco Bay Conservation and Development Commission’s One Bay Vision and tailored to fit the local context.
Referral Update:
Since the last time the Contra Costa Resilient Shoreline Committee received an update on the Contra Costa County Shoreline Leadership Academy, the application period for the program closed. The project team is in the process of selecting the cohort of participants and developing the curriculum for the Shoreline Leadership Academy. The Shoreline Leadership Academy is expected to begin in January 2026.

RECEIVE presentation on the Contra Costa County Shoreline Leadership Academy and provide direction to staff as appropriate.
Fiscal Impact (if any):
The costs in staff time and materials for the Department of Conservation and Development’s work activities associated with the Contra Costa Resilient Shoreline Committee are funded by the Measure X - Climate Equity and Resilience Investment allocation administered by the department. The Department continues to pursue opportunities for grant and other funding mechanisms to support this effort.
