2. UPDATE the official list of persons to service, in priority order, as standby officers for the County Administrator, pursuant to County Ordinance Code section 42-2.602:
1. Timothy Ewell

3. DIRECT that the above appointments supersede all previous standby appointments.
4. REQUEST that the Emergency Services Division of the Sheriff's Office meet with any Standby Officer that requests it, and provide an overview of the County Emergency System, to include
written procedures and contact information, and address any questions raised by the Standby Officers.
5. CONFIRM that the temporary County Seat shall continue to be:
a. Diablo Valley College, Pleasant Hill, California
b. Alameda County Emergency Operations Center, Dublin, California

BACKGROUND:
Pursuant to the California Emergency Services Act, Article 15: Preservation of Local Government, the governing body of a political subdivision is required to appoint three Standby Officers for each member. County Ordinance Code section 42-4.004 mandates these appointments.
A Standby Officer serves in place of a regular Board member when the latter is unavailable during an emergency. 'Unavailable' means the member is killed, missing, or seriously injured.
Appointing Standby Officers ensures continuity of government operations. A Standby Officer serves until the regular officer returns or is replaced. Appointments are reviewed annually. Duties under Government Code section 8641 include:
- Being informed of the Supervisor’s responsibilities
- Being informed of County operations
- Immediately reporting for duty during emergencies
- Filling the Supervisor’s role when they are unavailable
The County Administrator must designate, with Board approval, three alternates as standby officers annually, per section 42-2.602 and Gov. Code 8638. These alternates act in the Administrator’s place when needed.
The County must provide Standby Officers with relevant legal documents and can host informational meetings. They must take the same oath and serve at the Board’s pleasure. Appointments are typically made at the second regular Board meeting in March.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to appoint these Standby Officers would leave the County without a defined line of succession in the event of an emergency. This would hinder the County’s ability to maintain government operations.
