Report Title:                     Approve and Authorize to fully close portions of Third Avenue on August 12, 2026, through August 13, 2026, from 9:00 a.m. through 3:00 p.m., for the purpose of geotechnical soil sampling, Crockett area.

RECOMMENDATIONS:

ADOPT Resolution approving and authorizing the Public Works Director, or designee, to fully close all of Third Avenue, between Lillian Street and Flora Street, and a portion of Third Avenue, between Ceres Street and Pomona Street, on August 12, 2026, through August 13, 2026, from 9:00 a.m. through 3:00 p.m., for the purpose of geotechnical soil sampling, Crockett area. (District V)

 

FISCAL IMPACT:

No fiscal impact.

 

BACKGROUND:

Due to the narrow road width of Third Avenue at the sampling locations, BSK Associates has requested the road closure to complete the soil borings. The roadway does not provide sufficient space to setup and operate drilling equipment while maintaining through traffic. This geotechnical work is being performed on behalf of the County for future road improvement projects at these locations. Applicant shall follow guidelines set forth by the Public Works Department. This request was previously approved by the Board of Supervisors on May 12, 2026, and in Resolution No. 2026-170. The applicant has submitted a new request due to a revision in construction scheduling.

 

CONSEQUENCE OF NEGATIVE ACTION:

Applicant will be unable to close the road to complete planned geotechnical soil sampling.

IN THE MATTER OF: Approving and authorizing the Public Works Director, or designee, to fully close all of Third Avenue, between Lillian Street and Flora Street, and a portion of Third Avenue, between Ceres Street and Pomona Street, on August 12, 2026, through August 13, 2026, from 9:00 a.m. through 3:00 p.m., for the purpose of geotechnical soil sampling, Crockett area. NOW, THEREFORE, BE IT RESOLVED that permission is granted to BSK Associates to fully close Third Avenue, between Lillian Street and Flora Street, and a portion of Third Avenue, between Ceres Street and Pomona Street, except for emergency traffic, local residents, US Postal Service and garbage trucks, on August 12, 2026, through August 13, 2026, from 9:00 a.m. through 3:00 p.m., subject to the following conditions:

 

1. Traffic will be detoured via roads identified in a traffic control plan, reviewed by the Public Works Department. Emergency vehicles, residents within the construction area and essential services will be allowed access as required.

 

2. All signing to be in accordance with the California Manual on Uniform Traffic Control Devices.

 

3. BSK Associates shall comply with the requirements of the Ordinance Code of Contra Costa County.

 

4. Provide the County with a Certificate of Insurance in the amount of $1,000,000.00 for Comprehensive General Public Liability which names the County as an additional insured prior to permit issuance.

 

5. Obtain approval for the closure from the California Highway Patrol, Sheriff’s Office, and the Crockett-Carquinez Fire Department.
