RECOMMENDATIONS:
ADOPT Resolution approving and authorizing the Public Works Director, or designee, to fully close a portion of Highgate Road between Highgate Court and Sunset Drive, on October 4, 2024, from 7:00 a.m. through 5:00 p.m., for the purpose of replacement of a utility pole transformer and crossarm, Kensington area. (District I)

BACKGROUND:
Pacific Gas & Electric Company (PG&E) is requesting a road closure to replace a utility pole transformer and crossarm. The construction team indicated that a road closure is necessary for the requested work to be done safely due to the narrow road. Applicant shall follow guidelines set forth by the Public Works Department.
CONSEQUENCE OF NEGATIVE ACTION:
Applicant will be unable to close the road for planned activities.

IN THE MATTER OF Approving and Authorizing the Public Works Director, or designee, to fully close a portion of Highgate Road between Highgate Court and Sunset Drive, on October 4, 2024, from 7:00 a.m. through 5:00 p.m., for the purpose of replacement of a utility pole transformer and crossarm, Kensington area. NOW, THEREFORE, BE IT RESOLVED that permission is granted to Pacific Gas & Electric Company to fully close a portion of Highgate Road between Highgate Court and Sunset Drive, except for emergency traffic, local residents, US Postal Service and garbage trucks, on October 4, 2024, for the period of 7:00 a.m. through 5:00 p.m., subject to the following conditions:
1. Traffic will be detoured via roads identified in a traffic control plan, reviewed by the Public Works Department. Emergency vehicles, residents within the event area and essential services will be allowed access as required.
2. All signing to be in accordance with the California Manual on Uniform Traffic Control Devices.
3. Pacific Gas & Electric Company shall comply with the requirements of the Ordinance Code of Contra Costa County.
4. Provide the County with a Certificate of Insurance in the amount of $1,000,000.00 for Comprehensive General Public Liability which names the County as an additional insured prior to permit issuance.
5. Obtain approval for the closure from the Kensington Police Department, and the Kensington Fire Protection District.
