RECOMMENDATIONS:

ADOPT Resolution approving and authorizing the Public Works Director, or designee, to fully close a portion of Bernhard Avenue, between Cypress Avenue and Kensington Avenue, on August 1, 2026, from 5:00 a.m. through 11:59 p.m., for the purpose of the East Richmond Heights Art and Music Festival, Richmond area. (District I)

 

FISCAL IMPACT:

No fiscal impact.

 

BACKGROUND:

The East Richmond Heights Municipal Advisory Council is requesting to close Bernhard Avenue between Cypress Avenue and Kensington Avenue for their annual East Richmond Heights Art and Music Festival. Emergency vehicle access will be maintained throughout the event. Local and through traffic will not be permitted during the event. Local traffic will be allowed after 7:00 p.m., when the event is clearing the road. The applicant shall follow guidelines set forth by the Public Works Department.

 

CONSEQUENCE OF NEGATIVE ACTION:

The applicant will be unable to close the road for the event.

IN THE MATTER OF: Approving and authorizing the Public Works Director, or designee, to fully close a portion of Bernhard Avenue, between Cypress Avenue and Kensington Avenue, on August 1, 2026, from 5:00 a.m. through 11:59 p.m., for the purpose of the East Richmond Heights Art and Music Festival, Richmond area. (District I)

NOW, THEREFORE, BE IT RESOLVED that permission is granted to East Richmond Heights Municipal Advisory Council to fully close Bernhard Avenue, between Cypress Avenue and Kensington Avenue, except for emergency traffic, on August 1, 2026, from 5:00 a.m. through 11:59 p.m., subject to the following conditions:

 

1. Traffic will be detoured via roads identified in a traffic control plan, reviewed by the Public Works Department. Emergency vehicles, residents within the event area and essential services will be allowed access as required.

 

2. All signing to be in accordance with the California Manual on Uniform Traffic Control Devices.

 

3. East Richmond Heights Municipal Advisory Council shall comply with the requirements of the Ordinance Code of Contra Costa County.

 

4. Provide the County with a Certificate of Insurance in the amount of $1,000,000.00 for Comprehensive General Public Liability which names the County as an additional insured prior to permit issuance.

 

5. Obtain approval for the closure from the California Highway Patrol, Sheriff’s Office, and the Contra Costa Fire Protection District.
