RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #74-475-181(3) with Center for Positive Changes (CFPC), a non-profit corporation, in an amount not to exceed $734,496, to provide Medi-Cal specialty mental health services including Short-Term Residential Therapeutic Program (STRTP) services for youth, non-minor dependents (NMDS) and their families for the period July 1, 2026 through June 30, 2029.
FISCAL IMPACT:
This contract will result in contractual service expenditures of up to $734,496 over a 3-year period and will be funded 50% Federal Medi-Cal revenues and 50% by Mental Health Realignment funds.
BACKGROUND:
This Contract mees the social needs of County’s population by providing Medi-Cal Specialty mental health services to youth ages 6 to 17 and, NMDS ages 18 to 21 and their families as they transition out of foster care. CFPC’s STRTP services provide 24-hour care in their six-bed home residential facilities, with capacity to serve 36 total youths and NMDS. STRTP services also include, but are not limited to, therapy, case management and crisis intervention. STRTP programming provides trauma informed care reducing risk or traumatization and re-traumatization and promoting physical and psychological safety for youth, NMDS and their families. CFPC has been providing these Medi-Cal specialty mental health services to County since June 2024.
This Contract is entered into under and subject to the following legal authorities: Welfare and Institution Code, §5600 et seq. (The Bronzan McCorquodale Act); California Code of Regulations (“CCR”), Title 9, § 523 et seq. (Community Mental Health Services) and California Government Code §§ 26227 and 31000. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. Contractor currently cooperates and participates in the Behavioral Health Services Department’s Quality Management Program which consists of quality improvement activities to improve the quality of care, services and member experience. Cooperation includes collection and evaluation of performance measurement data and participation in the organization’s clinical and service measure Quality Improvement Programs. These contracted services were determined to be exempt from Administrative Bulletin 600.3 solicitation requirements by the Public Works Department’s Purchasing Division.
In September 2025, the Purchasing Services Manager approved and executed Contract #74-475-181(2) with CFPC, in an amount not to exceed $190,000, for the provision of Medi-Cal specialty mental health services including STRTP services for youth, NMDS and their families, for the period July 1, 2025 through June 30, 2026.
Approval of Contract #74-475-181(3) will allow the Contractor to continue to provide services through June 30, 2029.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, youth and NMDS requiring STRTP services will not have access to Contractor’s services, potentially resulting in placement in higher levels of care as County solicits and engages an alternative Contractor.
