RECOMMENDATIONS:

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with Fire & Risk Alliance, LLC in an amount not to exceed $750,000, to provide on-call fire alarm system design drawing services at various County sites and facilities, for the period of May 1, 2026 through April 30, 2029, Countywide.

 

FISCAL IMPACT:

Facilities Maintenance Budget. (100% General Fund)

 

BACKGROUND:

The Public Works Department, Facilities Services, is responsible for the maintenance and repair of all County buildings and facilities. Government Code Section 25358 authorizes the County to contract for the maintenance and upkeep of County facilities. Fire alarm system design, installation, maintenance, upgrades, and testing are included in this type of maintenance.

 

The Public Works Department recently conducted a formal solicitation for on-call fire alarm system design drawing services in November of 2025. The intent was to find a contractor to design fire alarm system drawings to support the work of the County's in-house Electronic Systems Specialist team. By outsourcing the design portion of the project, the County can ensure that the fire alarm systems meet all applicable codes, standards, and jurisdictional requirements while maintaining cost efficiency.

 

The Request for Proposal was originally bid on Bidnet Direct #RFP_F-CONTR-0000000145. After thorough evaluation of the bids received, Fire & Risk Alliance, LLC was the only contractor awarded for these services. This contract will have a term of three (3) years with the option to extend up to an additional two (2) years. The contract payment limit will be $750,000.

 

Facilities Services is requesting approval of a contract with Fire & Risk Alliance, LLC for the term May 1, 2026 through April 30, 2029, in the amount of $750,000.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, on-call fire alarm system design drawing services with Fire & Risk Alliance, LLC will not be able to begin, and future design drawings will not be completed in a timely manner.
