RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Employment and Human Services Director, a purchase order with Progress Software Corporation in an amount not to exceed $12,175 for the purchase of DevCraft Complete Licenses, a software development toolkit for building applications and web interfaces, for the period March 19, 2026, through October 28, 2029.

 

FISCAL IMPACT:

 

54% Federal, 38% State, 8% County General Fund, all of which is budgeted in FY 26-27.

 

BACKGROUND:

 

The Employment and Human Services Department Information Technology Unit seeks to purchase DevCraft Complete Licenses, a software development toolkit that will provide user interface components, reporting, and testing tools for building and maintaining web and desktop applications. These licenses include Telerik User Interface components currently used to support several intranet applications. The Telerik components enable software developers to accelerate application development, ensure consistent user experience, and add features and functionality without requiring extensive custom code.

 

Progress’ End-User License Agreement includes indemnification provisions from the County to Progress, as well as a limitation of liability clause capping liability at the amount of fees paid in the 12 months prior to the claim arising. This vendor was selected per procurement requirements outlined in Administrative Bulletin 600.3.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

EHSD may not be able to properly maintain or update applications, which could lead to system issues, delays, and potential security risks.

This Purchase Order supports one of Contra Costa County’s community outcomes of the Children’s Report Card: (4) “Families that are Safe, Stable and Nurturing.”
