RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Wayfinder Family Services, to increase the payment limit by $58,751 to a new payment limit not to exceed $1,100,841 to provide additional emergency needs and/or concrete direct assistance support for Kinship Families and Caregivers through the Wayfinder Family Services, Kinship Support Services Program in East Contra Costa County with no change to term July 1, 2024, through June 30, 2026.

 

FISCAL IMPACT:

 

Upon approval of the contract amendment the contract will be funded 95% State and 5% Federal.  Funds for the contract amendment are 100% Federal.  This is budgeted in FY 25/26.

 

BACKGROUND:

 

In September 2025, the California Department of Social Services released All County Information Notice (ACIN) Number I-47-25 announcing the release of the final American Rescue Plan Act of 2021, Community-Based Child Abuse Prevention (ARPA-CBCAP) supplemental grant funds to counties with a Title IV-E Agreement with the State.  Contra Costa County received a final allocation in the amount of $59,857, of which with the Board’s approval of this contract amendment, $58,751 is being utilized in alignment with ACIN I-47-25 to increase the payment limit of the Wayfinder Family Services contract to provide additional emergency needs and/or concrete direct assistance support for relative caregivers and the dependent children placed in their homes by the juvenile court, as well as for those who are at risk of dependency or delinquency support prevention services.

 

The Board of Supervisors approved the prior contract for Kinship Support Services Program services awarded through Request for Proposal #1203 on June 25, 2024, for FY24-26.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

Should the proposed action not be approved by the Board of Supervisors, the County will not be able to provide additional supports to relative caregivers in successfully raising their kin, increase positive outcomes for at-risk youth, and prevent the removal of children from extended family when the biological parents are unable to provide care.

 

CHILDREN’S IMPACT STATEMENT:

 

This contract supports all five of Contra Costa County’s community outcomes of the Children’s Report Card:  (1) “Children Ready for and Succeeding in School”; (2) “Children and Youth Healthy and Preparing for Productive Adulthood”; (3) “Families that are Economically Self-Sufficient”; (4) "Families that are Safe, Stable and Nurturing"; and (5)"Communities that are Safe and Provide a High Quality of Life for Children and Families," by providing residential placement services to youth who have been denied placement and/or cannot live safely in lower level care.
