Report Title: Contract #74-641-5 with A&A Health Services LLC

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Interim Health Services Director, or designee, to execute on behalf of the County Contract #74-641-5 with A&A Health Services LLC, a limited liability company, in an amount not to exceed $1,909,002 to provide residential and mental health treatment services for adults diagnosed with Serious Mental Illness (SMI) and Severe and Persistent Mental Illness (SPMI), for the period July 1, 2025 through June 30, 2026.
FISCAL IMPACT:
Approval of this Contract will result in budgeted expenditures of up to $1,909,002 and will be funded by 43% Mental Health Realignment funds and 57% State Grant Funds.
BACKGROUND:
This Contract meets the social needs of County’s population by providing residential facilities for adults who require support and are being discharged from state hospitals or psychiatric health facilities and require step-down care to transition to community living. Contractor has been providing residential and mental health services to County since January 1, 2022.
This Contract is entered into under and subject to the following legal authorities: Welfare and Institutions Code §§ 5600, et seq. (The Bronzan McCorquodale Act); California Code of Regulations (“CCR”), Title 9, §§ 523, et seq. (Community Mental Health Services); California Government Code §§ 26227 and 31000. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. Contractor shall comply with requirements and procedures established by the County, State and Federal governments for quality assurance and utilization review, including but not limited to, submission to County of periodic quality assurance reports, assignment of staff for utilization review coordination duties, use of standardized case record and treatment planning forms, and utilization of peer review. These contracted services were determined to be exempt from Administrative Bulletin 600.3 solicitation requirements by the Public Works Department’s Purchasing Division
On July 9, 2024, the Board of Supervisors approved Contract #74-641-3 with A&A Health Services LLC, in an amount not to exceed $1,266,915, for the provision of residential and mental health treatment services for adults diagnosed with SMI and SPMI, for the period July 1, 2024 through June 30, 2025.
On December 3, 2024, the Board of Supervisors approved Contract Amendment #74-641-4 with A&A Health Services LLC, effective December 1, 2024, to increase the payment limit by $52,364 to a new payment limit of $1,319,279, for additional residential and mental health treatment services with no change in the term.
Approval of Contract #74-641-5 will allow Contractor to continue to provide services through June 30, 2026.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, County clients in need of crisis residential or step-down care will not have access to Contractor’s services possibly resulting in higher levels of placement, including hospitalization.
