RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment/Extension #26-788-18 with Peyman Keyashian, M.D., an individual, effective July 1, 2026, to amend Contract #26-788-17 to increase the payment limit by $2,125,000, from $995,000 to a new payment limit of $3,120,000, and to extend the termination date from May 31, 2027 to May 31, 2029, for additional anesthesiology services at Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers.
FISCAL IMPACT:
Approval of this Contract Amendment/Extension will result in additional expenditures of up to $2,125,000 over an extended two-year period and will be funded 100% by Hospital Enterprise Fund I. (No rate increase)
BACKGROUND:
Due to the limited number of specialty providers available within the community, CCRMC and Contra Costa Health Centers rely on contractors to provide necessary specialty health services to its patients. Dr.Keyashian’s anesthesiology services, include but are not limited to: clinic coverage, consultation, training, medical procedures, and on-call coverage. This Contractor has been providing anesthesiology services at CCRMC and Contra Costa Health Centers since January 2015.
This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000; and Health and Safety Code § 1451. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. CCRMC’s Quality Management, Utilization Management and Contract Monitor staff meet on a regular basis to ensure monitoring and performance measures in the contract are upheld. Per Administrative Bulletin 600.3 CCRMC Physician services are exempt from Solicitation requirements.
On March 31, 2026, the Board of Supervisors approved Contract #26-788-17 with Peyman Keyashian, M.D. in an amount not to exceed $995,000, for the provision of anesthesiology services at CCRMC and Contra Costa Health Centers, for the period June 1, 2026 through May 31, 2027.
Approval of Contract Amendment/Extension #26-788-18 will allow the Contractor to provide additional anesthesiology services at CCRMC and Contra Costa Health Centers through May 31, 2029.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract Amendment/Extension is not approved, the necessary specialty anesthesiology services needed for patient care will not be available or will create increased wait times due to the limited number of specialty providers available within the community.
