CCH LMHA staff continues to work with Excelevate Principal Consultant Erica McWhorter to design and develop the LMHAC Program Administration draft documentation for the following areas:
I. LMHAC Grant Program Administration Update
CCH LMHA staff, in collaboration with Consultant Erica McWhorter, have completed a comprehensive review of the 2022-25 LMHA Grant History Assessment of grant-funded programs to evaluate their performance, assess progress toward intended outcomes, determine responsiveness to community needs, and verify compliance with funding requirements. The 2022-25 LMHA Grant History Assessment Report, prepared by Consultant Erica McWhorter, will determine what has worked well, where improvements are needed, and how future grant funding can better align with the LMHA’s health priorities and community needs. In the coming months, it is expected that the report will be presented to the LMHOC first, followed by a presentation to the LMHAC. CCH LMHA staff, in collaboration with Consultant Erica McWhorter, are developing draft LMHA application questions and rubric metrics to be recommended for implementing budget policies, benchmark standards, input from the Grants Administrative Group, and feedback and requests received from the community.
II. LMHAC Workgroup Updates
Governance & Membership Workgroup: Ensures that LMHAC’s governing procedures are relevant, effective, and followed, and supports the full body’s lifecycle of membership. (Emily Gerber, Saima Shah, Dennisha Marsh)
Consultant Erica McWhorter has updated the governance of the LMHAC to ensure its bylaws are aligned with the county ordinance. A meeting for this workgroup is expected to begin in September with CCH LMHA staff and Erica McWhorter, currently developing policies to be implemented and presented to the LMHAC for review.
Grants Administration Workgroup: Supports with planning, implementation, and evaluation of the LMHAC’s annual grant competition, ensuring all grant administration aligns with the body’s adopted Grant Plan priorities. (Lloyd Mason, Dennisha Marsh, Arlene Kobata)
The Grants Administration workgroup met on June 11 and again on July 24th with CCH staff and Erica McWhorter to review the updated framework for the revised grant administration. These revisions include clearer guidance on how funding priorities should be defined moving forward. Key decision points for a variety of grant cycle options were presented in the workgroup, and the group discussed final recommendations.
Planning Workgroup: Provide focused planning, oversight, and recommendations to the full LMHAC regarding the body’s operational improvements and strategic transition. (Arlene Kobata, Open Seat)
A meeting for this workgroup has not been scheduled at this time. This workgroup is expected to meet in the Fall of 2026; CCH Data and Evaluation is expected to provide health data to support and integrate recommendations for health priorities for 2026-2028.
Erica McWhorter has updated the LMHAC Handbook with clear areas for feedback and decision-making, which will be presented when the workgroup begins meeting. Recommendations will be presented and shared with the LMHAC.
