RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute, on behalf of the Public Works Director, individual purchase orders with: Pacific Highway Rentals, LLC and Traffic Signal Solutions LLC, in an amount not to exceed $2,000,000 for each purchase order, to supply traffic signal equipment, materials, and related maintenance supplies on an as-needed basis, for the period August 11, 2026 through August 10, 2029, Countywide.

 

FISCAL IMPACT:

Facilities Maintenance Budget. (100% General Fund)

 

BACKGROUND:

The Public Works Department, Facilities Services Division, is responsible for the maintenance, repair, and operational management of County-owned buildings and infrastructure in support of County operations. As part of these responsibilities, Facilities Services supports a vast network of traffic control systems used throughout Contra Costa County.

 

To ensure reliable access to traffic signal equipment, materials, and related maintenance supplies, the County initiated a formal solicitation process through Bidnet Direct. The Request for Proposals, Traffic Signal Supply Houses (Equipment, Materials, and Related Supplies), was issued under Solicitation RFP_F‑Contr‑0000000215, with a closing date of May 28, 2026. The solicitation sought qualified suppliers and distributors capable of providing as‑needed procurement and delivery of signal heads, pedestrian hardware, underground utility components, traffic management electronics, street lighting materials, and related commodities. These materials support ongoing and emergency needs for traffic signal maintenance and repair across County‑owned intersections.

 

After thorough evaluation of the bids received, eight vendors were selected for award under the County’s traffic signal supply category. Pacific Highway Rentals, LLC and Traffic Signal Solutions LLC demonstrated the required qualifications, inventory capacity, and ability to provide equipment categories such as signal heads, accessible pedestrian push button hardware, rental message boards, loop wire, conduit, detection systems, and street lighting components.

 

Facilities Services is requesting approval for three-year purchase orders with Pacific Highway Rentals, LLC and Traffic Signal Solutions LLC for the term August 11, 2026 through August 10, 2029, in the amount of $2,000,000 each.

 

CONSEQUENCE OF NEGATIVE ACTION:

If the recommended purchase orders with Pacific Highway Rentals, LLC and Traffic Signal Solutions LLC are not approved, Facilities Services will be unable to procure critical traffic signal equipment, materials, and related maintenance supplies on an as‑needed basis. Without these purchase orders, Facilities Services would lack dependable avenues for acquiring replacements for failed signal heads, pedestrian push button hardware, underground utility components, traffic management electronics, and emergency rental equipment.
