Report Title: Rescind Prior Board Action Pertaining to a Purchase Order with Priority Healthcare Distribution, Inc. (dba Curascript Specialty Distribution)

RECOMMENDATIONS:
Rescind prior Board action of July 14, 2026 (C.32), which pertained to a purchase order with Priority Healthcare Distribution, Inc. (dba Curascript Specialty Distribution); and APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Health Services Director, a purchase order with Priority Healthcare Distribution, Inc. (dba Curascript Specialty Distribution) in an amount not to exceed $379,835 for the purchase of the opioid use disorder medication Sublocade for Contra Costa Detention Health for the period from July 1, 2026 through June 30, 2029.
FISCAL IMPACT:
Approval of this action will result in expenditures of up to $379,835 over a three-year period and will be funded by the Opioid Settlement Funds.
BACKGROUND:
Priority Healthcare Distribution, Inc. is a pharmaceutical company that provides Sublocade that is used for Opioid Use Disorders (OUD). Contra Costa Detention Health will treat patients with OUD and a history of diversion within the Detention setting utilizing Sublocade Injectable. Treatment with Sublocade is effective in reducing withdrawal symptoms and craving for ongoing opiate abuse. In addition, the use of Sublocade will eliminate patients with OUD and diversion from being detoxed off the medication and, therefore, potentially overdosing on Fentanyl within the detention setting. Contra Costa Detention Health will be reimbursed for the costs incurred for the implementation of medication assisted treatment for the Incarcerated Population utilizing Sublocade.
On May 30, 2025, the Purchasing Agent issued Purchase Order #32757 with Priority Healthcare Distribution, Inc (dba Curascript Specialty Distribution) in the amount of $111,271 to purchase Sublocade for Contra Costa Detention Health for the period from January 1, 2025 through May 31, 2026.
On April 14, 2026, the Board of Supervisors approved agenda item C.63 to execute an amendment to Purchase Order #32757 with Priority Healthcare Distribution, Inc. (dba Curascript Specialty Distribution) to increase the total payment limit to $241,271 with no change in the term ending May 31, 2026. Sublocade was not purchased during the month of June 2026.
On June 17, 2026 the Purchasing Agent approved the continued use of Priority Healthcare Distribution, Inc.
On July 14, 2026, the Board of Supervisors approved agenda item C.32 to execute a purchase order with Priority Healthcare Distribution, Inc. (dba Curascript Specialty Distribution) in the amount not of $379,835 for the purchase of Sublocade for the Martinez Detention Facility for the period from July 1, 2026 through June 30, 2029. That Board action, however, incorrectly referenced the Martinez Detention Facility as the sole recipient of services. Approval of this action will rescind that prior Board action and correct the recommendation to reflect that these purchases are intended to serve all Contra Costa Detention Health facilities.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, Contra Costa Detention Health will be unable to purchase Sublocade for its patients. This would interrupt access to an evidence‑based medication used to treat individuals with opioid use disorder, increasing the risk of withdrawal, relapse, and potential overdose within the detention setting. The absence of this treatment option may also compromise continuity of care, reduce the department’s ability to manage diversion risks, and negatively affect overall patient health and safety.
