Report Title: Establish and Add One Lead Telecommunications Infrastructure Specialist Position in the Department of Information Technology

RECOMMENDATIONS:
ADOPT Position Adjustment Resolution No. 26051 to establish the classification of Lead Telecommunications Infrastructure Specialist (PENB) (represented) and add one (1) full time position at salary plan and grade TB5 1012 ($8,707.62 - 10,584.16) in the Department of Information Technology.
FISCAL IMPACT:
This transaction will result in an approximate salary increase of $127,010 annually. The Department of Information Technology (DoIT) will reduce the cost of the UKG contract by the same amount, netting a zero increase. The charges for these positions are billed out to user departments.
BACKGROUND:
Over the past few years, DoIT expanded the team of Telecommunications Infrastructure Specialists to meet growing demands across County departments. Currently, DoIT employs four (4) Telecommunications Infrastructure Specialists, in addition to contractors from UKG Systems (formerly E-3 Systems), who provide cabling and telecommunications support. However, as County departments continue to relocate, expand, and add new facilities, the workload on the team has grown significantly.
This expanding workload has highlighted the need for dedicated leadership and oversight within the team. A Lead Telecommunications Infrastructure Specialist would provide the necessary guidance, coordination, and lead direction for the existing Telecommunications Infrastructure Specialists, ensuring that projects are completed efficiently and in alignment with County standards and goals. This role would also facilitate better communication across the team, while reducing the department's reliance on external contractors for everyday operations.
The current and future workload for telecommunications justifies establishing and adding one full-time permanent Lead Telecommunications Infrastructure Specialist position.
CONSEQUENCE OF NEGATIVE ACTION:
If not approved, some of the work and associated cost will continue to be outsourced to contractors.
