Report Title: One-Time Purchase Order with Carl Zeiss Meditec USA, Inc.
☒Recommendation of the County Administrator ☐ Recommendation of Board Committee

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute, on behalf of the Health Services Director, a one-time purchase order with Carl Zeiss Meditec USA, Inc. in an amount not to exceed $211,442 for the purchase of CIRRUS 6000 Angioplex and HFA3 Instrument 860 for the Pittsburg Health Center (PHC) at Contra Costa Regional Medical Center (CCRMC).
FISCAL IMPACT:
Approval of this amendment will result in a one-time expenditure of $211,442 and is 100% budgeted in Hospital Enterprise Fund I.
BACKGROUND:
Carl Zeiss Meditec USA, Inc. provides advanced optical and digital visualization solutions for ophthalmology, neurosurgery, dentistry, and other medical fields. The company offers products such as surgical microscopes, diagnostic imaging systems, ophthalmic lasers, and refractive surgery solutions.
The current CIRRUS 6000 AngioPlex and HFA3 Instrument 860 units have reached end-of-life status and are experiencing frequent, unplanned downtime. These ongoing equipment failures have resulted in cancelled and rescheduled patient appointments at PHC. To ensure continuity of care and maintain patient access to essential diagnostic testing, it is necessary to replace these units. Timely replacement will allow the Eye Specialty Clinics at PHC to continue operating efficiently, minimize disruption to patient care, and prevent further appointment cancellations.
Approval of this purchase will enable PHC to maintain uninterrupted diagnostic services within the Eye Specialty Clinics, and it will reduce equipment-related downtime, prevent further appointment cancellations, and ensure timely access to care for our patients.
Carl Zeiss Meditec USA, Inc. is a member of the Vizient Group Purchasing Organization (GPO), which allows Contra Costa Regional Medical Center to leverage pricing discounts and deliver high-quality, cost-effective healthcare solutions.
CONSEQUENCE OF NEGATIVE ACTION:
If this purchase order is not approved, Pittsburg Health Center will continue to experience ongoing equipment failures and unplanned downtime, leading to additional cancelled or delayed patient appointments. This disruption will negatively impact patient access to essential ophthalmic diagnostic services and may delay timely diagnosis and treatment.
