RECOMMENDATIONS:

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute Amendment No. 2 with Stommel Inc. (dba Lehr), effective May 1, 2024, to increase the hourly labor rate and payment limit by $600,000, from $1,750,000, to a new payment limit of $2,350,000 and extend the term through April 30, 2025 for emergency vehicle outfitting services for various County departments, Countywide.

 

FISCAL IMPACT:

The cost is to be 100% funded through Fleet Services ISF budget and user departments.

(75% Fleet Internal Service Fund and 25% User Departments)

 

BACKGROUND:

Public Works Fleet Services Division purchases and outfits all emergency services vehicles for the County.  This includes vehicles from the Sheriff, Public Works, Animal Services, Probation, District Attorney and Health Services Departments.  The Sheriff’s Department vehicles take up the vast majority of the commodity.  Outfitting includes: lights, sirens, controllers, electronics, wiring and hard parts, such as partitions, consoles and truck sliders trays.

 

Originally bid on BidSync #2011-443, Public Works Fleet Services conducted a thorough evaluation and (Stommel Inc. dba Lehr), was the only qualified bidder.  The contract has a term of (3) years with the option of two (1) one-year extensions that will be used as-needed with no minimum amount.

 

Government Code Section 23004 authorizes the County to make contracts, purchases and hold personal property necessary to the exercise of its powers.  Fleet services is requesting an Amendment No. 2 with Stommel Inc. (dba Lehr) to be approved for its last (1) year extension.

 

**Stommel Inc. (dba Lehr) will also be requesting the labor rate increase equal to the current rate of the Consumer Price Index for the San Francisco - Oakland area as published by the Bureau of Labor Statistics, plus two percent on their anniversary date, effective May 1, 2024.

 

Amendment No. 1 was approved by the Board of Supervisors on May 17, 2023, whereas Fleet Services requested a (1) one term extension by deleting Attachment A-Labor Rates and Parts Pricing List of the Service Plan and replacing it with a 2023 Attachment A -Labor Rates, Parts and Discount Pricing List for the on-call fully outfitted emergency vehicles, Countywide.

 

If approved, Amendment No. 2 will extend the term for (1) one additional year through October 31, 2025.  All other terms and conditions in the original contract entered into on May 1, 2021, between the County and Contractor, not modified by this Amendment No. 2, shall remain in full force and effect.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved emergency vehicle outfitting services with Stommel Inc. (dba Lehr) will drastically hinder the Sheriff’s office ability to respond to emergency services, Countywide.
